Proposal for Comprehensive Study on Housing Challenges Faced by Women-Led Households in Rajpur and Gadhawa Rural Municipalities, Including Opportunities through Stakeholder Collaboration.

Introduction:

NIVAS, a prominent US-based Nonprofit organization committed to fostering safer homes and economic stability, invites proposals from experienced firms or individuals to conduct a preliminary study on housing challenges faced by women-led households in Rajpur and Gadhawa Rural Municipalities, located in Gadhawa and Rajpur, Dang, Nepal.

Background:

NIVAS has been actively supporting Nepal-based NGOs since 2014, working towards building safer, more resilient homes and enhancing economic stability for families in various regions of Nepal.

Objectives:

The comprehensive study aims to:

  1. Assess housing challenges faced by women-led households in Rajpur and Gadhawa Rural Municipalities.
  2. Identify potential collaborations and evaluate scenarios to understand opportunities and limitations for addressing specific housing needs of women-led households.
  3. Align the study with the United Nations Sustainable Development Goals (SDGs) related to gender equality, poverty alleviation, and sustainable communities.

Scope of Work:

Data Collection:

  • Assess the knowledge and practices of women-led households regarding safe, secure, and adequate housing.
  • Map perceptions and experiences of housing outcomes and impacts of homeowners.
  • Explore recognized beneficial outcomes from safe and secure housing.
  • Investigate existing government programs and opportunities for housing projects.

Research Questions:

  • Investigate benefits and impacts experienced by women-led households due to safe housing.
  • Assess the social and economic status of women-led households and potential homeowners.
  • Understand perceptions of safety, security, and adequacy of housing among women-led households.
  • Examine community relationships and integration of disaster risk reduction and climate change elements into housing.
  • Explore opportunities for collaboration with government and other stakeholders to address housing challenges.

Deliverables and Specific Outputs Expected from the Consultant:

Based on the outlined research scope, the consultant will undertake the following:

  1. Provide expert guidance and information to refine and enhance the definition of suitable indicators for health, education, socioeconomic status, and environmental outcomes related to safe, secure, and adequate housing for marginalized families. If necessary, the consultant will propose additional indicators for consideration.
  2. Clearly outline the methodology they intend to employ to address the research design requirements.
  3. Produce the following deliverables:
    • Inception report detailing the research approach, methods, and timeline.
    • List of indicators for evaluating the outcomes and impacts of housing.
    • Survey tools for both qualitative and quantitative data collection.
    • Well-organized datasets.
    • Submit a comprehensive research report, including findings, recommendations, and insights.
    • To present a summary of findings and recommendations.

Eligibility Criteria:

To be eligible for consideration, applicants/consultants must meet the following criteria:

  1. Minimum of master’s degree in research, management, social work, political science, or a related discipline
  2. Minimum of five years’ experience in research, civil rights/civic engagement, and human rights
  3. Excellence in facilitation skills, including organizing workshops, consultations, and meetings with diverse stakeholders.

Service Duration and Location:

The consultant will collaborate with the NIVAS team for up to ten working days, including the research presentation. The assignment will start immediately and conclude by the end of April 2024.

Required Documents for Submitting Proposal:

Firms must submit a cover letter, financial proposal, a brief concept note highlighting the methodological design, and the document should have annexed biodata of the assignment team members, firm registration & renewal certificate if applicable, or a copy of PAN in case of individual consultants.

  • Summary of the background, history, capabilities, and experience
  • The proposed approach should include:
    • Design Methodology
    • Anticipated instruments and data collection methods
    • Plans for data entry and management, data analysis, data security, and reporting
    • Plans for project management and communication
    • Specification of all reports and deliverables
  • The deliverables should match a timeline.
  • Descriptions of recent and relevant evaluations conducted.
  • Proposed evaluation team staff, including biodata and qualifications.
  • Client references
  • The proposed budget for the evaluation

Selection Process:

NIVAS will select the consultant based on their relevant experience, proposed methodology, timeframe, and proposed budget. NIVAS reserves the right to decide on any of the applications.

NIVAS places safeguarding as a top priority, and any data or information collected during the task shall be confidential and not disseminated without prior consent.
