Introduction:

Executive Officer is responsible for the effective day to day administration, control and management of Gurkha Veteran Advice Centre (GVAC), Dharan.   BGN Veteran Services’ Mission is to deliver post-retirement administrative services (administer pension payment and update maintain & safeguarding of records) and provide welfare support on UK settlement related matters to Gurkha veterans and their eligible dependants from Eastern Nepal in order to fulfil BGN tasks.

This position is advertised at 37 hours per week.

Job description:

  • Deliver effective line management to staff, including performance management.
  • Support line management in their tasks, including deputising for them when required. 
  • Timely and efficient delivery of all services on UK settlement, Pension and Veterans’ Records.
  • Oversee and manage all correspondences between GVAC and customers/stakeholders (Defence Business Services (DBS) GWACs (UK), Area Welfare Centres (AWCs) and Nepalese Bank.
  • Ensure pensions are paid on time every month to all pensioners and Life Certificates are completed for pensioners administered by GVAC Dharan.
  • Ensure queries and requests of customers and stakeholders are attended efficiently. 
  • Make sure addresses including contact numbers and emails are correctly populated on Far East and Nepal Administration System (FENAS).
  • Effective liaison and follow up with Standard Chartered Bank (SCB) and other banks in supporting pensioners as well as for overpayment recoveries.
  • Provision of Service Pensioner’s statement to pensioners (for Indefinite leave to enter (ILE)/Visit visa, Mortgage etc.) and to Gurkha Welfare Advice Centres (GWACs) (for pension credit benefits) upon request.
  • If required, home visit to vulnerable pensioners for life certificate renewal to make sure their liveliness to avoid over payment matters physically/digitally both.
  • Supply Records, Settlement and Pension Statistics to Head of Veteran Services with complete details/information at the end of month.
  • Carry out investigation of pensions that have remained undrawn in excess of 3 years.
  • Proceed Quarterly AWC pension payment, documentation and complete reconciliation of payment in FENAS system. 
  • Act as First Reporting Officer (1RO) for all GVAC Dharan staff.
  • To undertake any other duties as directed by Head of Veteran Services (HVS) that commensurate with the grade and within bounds of competence.

Work Experience:

  • Minimum 5 years of work experience in related field 
  • Proficient in IT knowledge of Microsoft Office applications (specially word, excel, power point and outlook).
  • Financial Skills and knowledge of Gurkha pension manual.
  • Good knowledge of office administration and standards operating procedure.
  • Expertise in report writing.
  • Very good knowledge of Nepali Identity documentation.

Qualification:

  • Academic – bachelor's degree (Management) or above in relevant field
  • English – Excellent level of Written and Spoken
  • Nepali – Excellent level of Written and Spoken

Benefits & Working Environment:

  • Salary 149,453.00 NPR per month (Permanent). 
  • Gratuity after completing 3 years’ service.

Security and Medical Check:

Successful candidates must meet the security and medical requirements before they can be appointed.   The level of security needed is a Govt of Nepal Police Report for employment in Nepal.   Pre employment medical check will be carried out by BGN.
