1. Background and Context

dZi Foundation is a US-based non-profit organization dedicated to working with rural communities in Nepal to achieve prosperity by removing barriers to basic needs, fostering sustainable livelihood opportunities, and enhancing local capacity to drive transformational change. Its current strategic plan emphasizes partnerships, local ownership, and long-term sustainability beyond external investments.

Under the direct strategic guidance and compliance direction of dZi Foundation/Nepal, the Local Implementing Partner NGO (LIPN), Peace Society Center (PESOC) Nepal, is implementing the project, Initiative for Shared Prosperity in Koshi River Basin in Nepal (ISPKN). This project integrates end-to-end design, procurement, and construction of one earthquake-resistant school building to increase children’s access to safe, accessible, and inclusive infrastructure and ensure their right to quality education.

The initiative utilizes an EPC (Engineering, Procurement, and Construction) framework through open competitive bidding. This model enforces single-point management accountability to guarantee strict compliance with engineering standards, procurement efficiency, environmental safeguards, and construction punctuality.

2. Project Overview & Specifications

Implementation Framework

• EPC Model: The project utilizes an Engineering, Procurement, and Construction framework via open competitive bidding. 
• Accountability: Single-point management accountability is enforced to guarantee compliance with engineering standards, procurement efficiency, environmental safeguards, and strict construction punctuality.

Target Beneficiaries:

• Beneficiary School: Shree Shanti Adharhut Vidyalaya, Belaka -2, Shantinagar, Belaka Municipality, Udayapur District, Koshi Province. 
• Beneficiary Students: The construction of this school building directly benefits a minimum of 47 children studying in this school.

Financial Co-Investment

Local Mobilization: The selected EPC contractor, in coordination with project steering entities, must mobilize a minimum of 25% of the total asset co-investment locally.

Site Specifications and Key Tasks

• Site Location: Shree Shanti Adharhut Vidyalaya, Belaka -2, Shantinagar, Belaka Municipality, Udayapur District, Koshi Province.
• SIP Support: Organize SIP development workshop engaging parents, SMC, Children and stakeholders to develop and finalize SIP of this school. 
• Infrastructure Development: Design and construction of one earthquake-resistant school building/block with 2 classrooms total, including full furnishing and procurement of child-friendly furniture and seating arrangement materials. • Community engagement and social mobilization: Conduct kick-off meeting at the school for project introduction and orientation, engaging community and school management committee (SMC) in project planning and decision-making, orient school on post-construction maintenance, conduct social audit and project handover.

3. Project Timeline & Payment Milestones

The total duration for the complete engineering, procurement, construction, and handover is projected to be a 6 to 9-month execution window from the date of contract signing. All payments are performance-based, requiring verified on-site structural validation and written municipal/SMC sign-offs before disbursements.

4. Technical Scope of Work (EPC Pillars)

Phase 1: Engineering & Detailed Design

• Inclusive Structural Design: Integrate child-friendly design elements directly into the architectural and structural blueprints, ensuring safety, accessibility, and age-appropriate use are embedded at the design stage.  
• Environmental Safeguards: Develop a comprehensive waste-management and mitigation framework to responsibly handle construction and operational by-products such as construction debris, packaging materials, and site runoff in compliance with local environmental standards throughout the construction process.

Phase 2: Procurement Management

• Child-friendly Furniture and Seating Arrangement Materials: Procure, deliver, and install child-friendly furniture and seating arrangement materials.

Phase 3: Construction, Furnishing and Handover

• Civil Work: Execute all earthworks, foundation casting, interlocking bricks, false ceiling installation, CGI roofing, electrical wiring installation, ramp construction, windows and doors installation, plastering, painting etc. 
• Furnishing and Handover: Fully furnish the building, conduct a social audit, and handover to the school management committee.

5. Bidder Evaluation Criteria

Bidding firms will be assessed based on a 100-point matrix broken down into the following weighted focus areas: 

• Regional Experience in Nepal (25%): Track record of executing similar civil engineering and institutional/public infrastructure projects (e.g., schools, health posts, or community buildings) within the Eastern and Central regions of Nepal (e.g., Koshi, Madhesh, and Bagmati provinces), demonstrating a clear understanding of local terrain, logistics, and construction conditions (mid-hill and/or flatland, as applicable). 
• Stakeholder Engagement & Collaboration Approach (25%): Proactive engagement methodologies working alongside the school community including students, teachers, and school management committees; interfacing with local municipal government (Palika) for permitting, land, and regulatory approvals; and coordinating with local suppliers and community labor where relevant.
• Technical Approach & SOW Compliance (25%): Quality and feasibility of engineering designs, logical sequencing within the proposed 6–9 month fast-track schedule, and the robustness of integrated safety, accessibility, child-friendly, and environmental safeguard provisions.
• Financial Capabilities & Local Co-investment Plan (25%): Financial viability and demonstrated liquidity of the firm to manage the project, alongside the credibility and transparency of the proposed mechanism to mobilize the minimum 25% local or community co-investment share.

6. Risk Management, Submission & Inquiries

Conflict Sensitivity & Grievance Redress

• Labor Recruitment: The contractor must ensure absolute geographic, ethnic, and ward-level balance during local construction labor recruitment to prevent localized community friction. 
• Grievance Mechanism: The contractor is required to set up an accessible, transparent, and anonymous grievance box and logging mechanism at the site on day one of mobilization to capture and immediately address complaints.

Submission Requirements

Interested Nepali companies/firms/organizations or Joint Ventures (JVs) of similar registered entities meeting the qualifications can submit their EOI containing: 

1. A cover page. 
2. A brief technical and financial proposal of not more than 10 pages. 
3. Updated company profiles with the latest renewal and tax clearance certificates. 
4. Evidence of at least 3 similar assignments.
