CONTEXT AND PROJECT SUMMARY

Welfare Association for Children Tikapur (WACT), in partnership with World Vision International, officially started to work in Kailali following an agreement with the Government of Nepal. Since then, World Vision International Nepal (hereinafter WVIN) has worked in long-term development, relief, and rehabilitation programs in Nepal. WVIN implements the Integrated Programming Framework is on of the major programme which include protection, education, health and nutrition and resilience sector and aim to  ensure all children experience an environment of nurturing care for their growth and development, Families are empowered and resilient for the well-being of children, Communities create a safe, learning, and healthy environment for all children and Government systems are functional and are inclusive and accessible at all levels to address child well-being issues. in Nepal. 

Through PROTECT core project model for child protection, WVIN is facilitating the strengthening of child protection system (formal & informal) to functionalize the services in regards to child protection. Some of the major components that we implement are Local level Child Protection Context analysis, strengthening Reporting and Referral mechanism, efficient CP services, Complaint Hearing Mechanism in School, life & protective skills, empowering child clubs, positive parenting and positive discipline. The CP program contribute in creating the safer, protective environment at the community/School for most vulnerable children so that they are cared, protected and empowered to participate and decide well for them. The organization is also advocating child well-being and other important issues both locally and nationally.

AIM AND OBJECTIVES OF CONSULTANCY SERVICE:

2.1 Overall objective

WACT, in partnership with WVI Nepal, implements the PROTECT model to safeguard children by empowering them, adolescents, and communities to build resilience and create a protective environment. The project strengthens child protection systems in schools through Complaint Hearing Mechanisms (CHM), as envisioned by the Government’s 2016 guideline. CHMs include a focal teacher, head teacher, school committee representatives, parents, ward members, and child club members, supported by a complaint box to ensure a safe learning environment. However, gaps remain in policy implementation. Schools are expected to provide a safe, inclusive, and supportive environment for all students. An effective Complaint Hearing Mechanism (CHM) ensures that grievances from students, parents, and staff are addressed promptly, fairly, and transparently. The consultancy will build the capacity of focal teachers to establish and operationalize CHMs, manage complaints effectively, promoting transparency and accountability, while strengthening school-level child protection systems. 

2.2 Specific objectives

The overall objective of this TOR is to finalize a consultancy to facilitate training for selected CHM committee members in different districts, enabling them to establish and operationalize the Complaint Hearing Mechanism (CHM) in schools.

The training aims to:

  • Build participants’ understanding of the principles and importance of CHMs in schools.
  • Equip participants with skills to receive, document, and address complaints in a child-friendly and confidential manner.
  • Strengthen the capacity of focal teachers to promote accountability, transparency, and trust among school stakeholders.

The training will be conducted over three days, covering the content outlined below.

  • Child Rights to Protection at school and development of Code of Conduct in School (1 Day)
  • CHM implementation procedure 2074 (Confidentiality protocol, Documentation of Complaint, Response, referral & Reporting and Role and Responsibility of Focal teacher/CHM committee) (1 Day)
  • Positive Discipline (Corporal punishment-free teaching techniques in School (1 Day)

TO APPLY:

Interested applicants who meet the required conditions are invited to submit an e-copy of their expression of interest, registration and renew documents including a financial and technical proposal (Separate file) outlining methodology, content, and work plan. In the Quotation form, the eligible individuals/consultancy firms are expected to include the consultancy service fee, inclusive of any other costs. CVs of consultants should be submitted along with the technical proposal no later than 13 January 2026.

Note: The organization may establish a 1-year Long Term Agreement (LTA) with the selected consultancy. The 1st lot Training may be conducted on 18-20 January in Kailali, 2026.
