Internal relations: Under the direct supervision of the Programme Director. Works closely with the Country Representative, Administration and Finance Officer, Emergency Logistics Officer and other programme staff.
External relations: Local authorities and public institutions, rural municipalities and ward offices, affected communities, project partners, local and international organizations, humanitarian coordination mechanisms and relevant service providers
Duration and type of contract: 6 months, with possibility of extension for an additional 6 months subject to operational needs, satisfactory performance and availability of funding.
Nationality: Nepali
Reference gross salary/month: NPR 75,000–80,000 gross/month excluding pro rata Dashain allowance, depending on qualifications and relevant experience.
Field travel and accommodation related to official deployments are covered separately in accordance with ASIA procedures.
Purpose of the role
The Emergency Response Officer supports the planning, implementation, monitoring and field coordination of ASIA’s emergency response in Rasuwa District following the recent floods, as well as related early-recovery interventions.
Working under the direct supervision of the Programme Director, the Emergency Response Officer is responsible for the day-to-day operational coordination and implementation of the Rasuwa response, including needs assessments, community and beneficiary identification, activity planning, field implementation, distributions, monitoring, coordination with local authorities and humanitarian actors, data management and operational reporting.
This is a strongly field-oriented operational role. The post holder is expected to work autonomously within agreed plans and delegated authority, escalating strategic, institutional, donor and major budget decisions to senior management. The Emergency Response Officer works closely with the Emergency Logistics Officer and other programme and administrative staff to ensure that assistance is delivered rapidly, appropriately and transparently, in accordance with ASIA procedures, humanitarian principles and donor requirements.
Requirements
Training: Master's degree or equivalent relevant professional qualification in Development Studies, Rural Development, Social Sciences, Natural Resource Management, Disaster Risk Management (as a specialization within a relevant degree) or another relevant field.
Management / organizational skills: Strong organizational, analytical and coordination skills. Ability to plan and follow multiple field activities simultaneously, prioritize urgent tasks and work effectively in a rapidly changing emergency environment.
Technical knowledge: Humanitarian and/or development needs assessments; field data collection and community consultation; rapid assessments and emergency-response programming; beneficiary identification and verification; targeting and vulnerability criteria; relief distributions; activity monitoring; analysis of field information and practical operational recommendations; Project Cycle Management; basic programme budgets and procurement processes; accountability to affected populations and humanitarian standards. Familiarity with humanitarian coordination mechanisms is an advantage.
Personal abilities: Strong communication, interpersonal and practical problem-solving skills. Ability to work independently in the field while maintaining close coordination with supervisors; establish effective relationships with communities, authorities, partners and humanitarian actors; work under pressure; adapt rapidly to changing priorities; and demonstrate integrity, neutrality and sensitivity with disaster-affected communities.
Previous experience: Minimum 3 years of relevant professional experience in humanitarian assistance, emergency response, disaster management, development programming, community-based programming or related fields. Previous emergency field experience is strongly preferred but not mandatory. NGO/INGO, humanitarian organization or local-government experience is an advantage. Experience in Rasuwa, Bagmati Province or comparable remote mountain environments is a strong advantage.
Languages: Fluent Nepali required. Good working command of written and spoken English required. Tamang language is a strong advantage.
IT systems: Good Microsoft Word and Excel skills. Experience with KoboToolbox or similar digital/mobile data- collection platforms is an advantage.
Mobility: Administratively based in Kathmandu, with frequent and potentially extended deployment to Rasuwa District, including remote and disaster-affected locations. The post holder must be willing and able to travel regularly in difficult field conditions and adjust travel and working schedules according to emergency-response requirements, access, weather and safety conditions.
Key responsibilities
A. Needs assessment and emergency planning
- Organize and support rapid and detailed needs assessments through field visits, household and community consultations, key-informant interviews and focus-group discussions where appropriate.
- Coordinate information gathering with rural municipalities, ward offices, affected communities and other relevant actors.
- Consolidate and analyse findings to identify priority needs, geographic priorities, vulnerable groups and response gaps.
- Maintain updated information on affected populations, assistance already received and remaining needs.
- Provide the Programme Director and Country Representative with verified field evidence for operational decisions and contribute field information and analysis to situation reports, concepts, proposals, donor communications and response planning.
B. Emergency response implementation
- Translate approved response priorities into detailed activity plans, field schedules, beneficiary lists and practical implementation arrangements.
- Coordinate implementation with ASIA staff, partners, authorities and communities and follow activities directly in the field.
- Organize beneficiary identification and verification, applying agreed vulnerability and targeting criteria consistently and transparently.
- Organize and supervise relief distributions and monitor the quality, timeliness and appropriateness of assistance.
- Identify implementation problems early, propose and implement practical corrective actions within delegated authority, and support the transition from immediate relief to appropriate early-recovery activities.
C. Community engagement and accountability
- Maintain regular communication with affected communities before, during and after activities, clearly explaining ASIA’s planned assistance, eligibility and selection criteria.
- Ensure transparent beneficiary verification and support accessible feedback and complaints mechanisms.
- Record community feedback and complaints, address issues within delegated authority and promptly escalate serious or unresolved concerns.
- Promote meaningful community participation and ensure attention to vulnerable groups and people facing barriers to accessing assistance.
D. Monitoring, data and reporting
- Maintain accurate beneficiary and activity records, distribution documentation, monitoring data and emergency- response trackers.
- Monitor progress against agreed targets and timelines and provide concise, reliable field and management updates.
- Prepare assessment and activity reports and provide timely inputs to situation reports and donor reports.
- Immediately report significant changes in needs, access, implementation risks, safeguarding or protection concerns, or community feedback.
E. Coordination and representation
- Maintain effective operational relationships with rural municipalities, ward offices, district authorities, relevant government institutions, local partners, community structures and other humanitarian actors.
- Exchange practical response information to avoid duplication, identify gaps and improve complementarity of assistance.
- Participate in clusters, sector meetings, working groups, joint assessments or other humanitarian coordination mechanisms when requested or delegated by the Programme Director.
- Represent ASIA professionally at field level when specifically delegated, while referring high-level institutional and donor matters to senior management.
F. Internal coordination
- Coordinate closely with the Emergency Logistics Officer and communicate required quantities, technical specifications, destinations and delivery schedules in sufficient time.
- Coordinate with the Administration and Finance Officer on activity documentation and relevant expenditure and financial procedures.
- Participate in regular emergency-team planning and operational review meetings, maintaining clear follow-up on agreed actions.
- Perform other emergency-response duties reasonably assigned by the Programme Director.
G. Integrity, safeguarding and professional conduct
ASIA applies a zero-tolerance approach to fraud, corruption, bribery, conflicts of interest, collusion, diversion or misuse of humanitarian assistance, and any other form of abuse of entrusted resources or position.
The post holder is required to comply fully with ASIA’s Code of Conduct, anti-fraud and anti-corruption procedures, safeguarding standards and procedures for the prevention of sexual exploitation, abuse and harassment.
Employees must immediately disclose any actual or potential conflict of interest and report suspected fraud, corruption, safeguarding violations or other serious misconduct through the appropriate internal channels.
Any substantiated breach may result in disciplinary action, including termination of employment, in accordance with ASIA procedures and applicable law.
