DRR & Humanitarian Assistance (HA) System Strengthening Consultant – LWR Nepal

Lutheran World Relief (LWR) Nepal has worked since 2013 in livelihoods, disaster risk reduction (DRR), climate change, health, and humanitarian assistance. For an anticipated project, LWR Nepal seeks a highly qualified Consultant to strengthen government DRR and HA systems at the provincial level, aligned with Nepal’s Disaster Risk Reduction and Management Act and the National Disaster Response Framework.

Key Responsibilities

• Strengthen policy and institutional frameworks for DRR/HA.
• Enhance coordination between government tiers and humanitarian actors.
• Build capacity for risk-informed planning, budgeting, and monitoring.
• Integrate Gender Equality, Disability, and Social Inclusion (GEDSI) into DRR/HA systems.
• Support development/revision of SOPs, contingency plans, and coordination frameworks.
• Document lessons learned and best practices for replication and donor reporting.

Qualifications

• Advanced degree in Disaster Management, Public Policy, Sociology, or related field.
• Minimum 10 years’ experience in DRR, HA, or governance system strengthening.
• Proven experience working with government institutions in Nepal.
• Knowledge of international DRR/HA frameworks (Sendai Framework, Sphere Standards).
• Strong facilitation, communication, and report-writing skills.

Duration & Location

• Duration: 6 months (extendable based on performance and funding).
• Location: Kathmandu, with travel to Karnali and Sudurpaschim provinces.
