Job Description

The Diversity, Equity, Inclusion and Accessibility (DEIA) Advisor represents Inclusive Development Partners (IDP) in the USAID Equity and Inclusion in Education Activity. This activity seeks to strengthen Nepal’s education system and foster an inclusive learning environment to provide sustained, inclusive education to learners, especially vulnerable and marginalized populations. The activity aims to increase the participation of all children, including girls and children with disabilities, in general education schools, particularly amidst shocks brought on by climate and conflict-related incidents. 

The DEIA Advisor will provide technical direction and input for activity implementation. The position will be based in Kathmandu, with regular travel within Nepal, primarily to Karnali and Madhesh provinces where the activity is implemented. The DEIA Advisor will work closely with other project staff as well as government personnel at various levels. The DEIA Advisor will report to the IDP Program Director, with day-to-day oversight and guidance from the project’s leadership in Nepal. 

Qualifications

  • At least eight (8) years of experience working in the field of inclusive education, disability rights, gender and social inclusion, or related field
  • Advanced degree in education, social sciences, or a related field 
  • Demonstrated knowledge of marginalized populations within Nepal, including disability populations
  • Experience working outside of Kathmandu 
  • Demonstrated familiarity with policies related to education, gender, and equity and inclusion in Nepal
  • Demonstrated understanding of inclusive education, particularly the Universal Design for Learning (UDL) framework and how it relates to teachers and administrators as well as curricula and pedagogical practices.
  • Demonstrated familiarity with EMIS
  • Demonstrated ability to engage and mobilize diverse partners, developing stakeholder networks, and successfully communicating and coordinating among key stakeholders.

Specific Responsibilities

  • Maintain a strong working relationship and collaborate closely with government focal points for disability, gender inclusion, and other marginalized children, including the Inclusive Education Section within MoEST’s Centre for Education and Human Resource Development (CEHRD).
  • Provide technical coordination, leadership and expertise related to inclusive education across all project objectives, activities, materials, and trainings. 
  • Work closely with the Monitoring, Evaluation, and Learning (MEL) team to support the implementation of the Activity Monitoring, Evaluation and Learning Plan.
  • Collaborate with local non-governmental organizations, including local organizations of people with disabilities (OPDs) and other relevant organizations pertaining to the inclusion of marginalized children. 
  • Provide technical support and expertise related to Nepal’s Education Management and Information System (EMIS), particularly in relation to inclusion of learners with disabilities.
  • Support local governments to measure and report on Equity and Inclusion (EI)-related Disbursement-Linked Indicators (DLIs)
  • Communicate on a regular basis with IDP staff overseas, project partners, and others in project management and delivery.
  • Lead and support the development of a variety of technical deliverables, including but not limited to teaching and learning materials, teacher professional development materials, training materials, research briefs, guidance documents, and communication materials regarding program activities and progress.
  • Travel within Nepal for field work related to project delivery.
