Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

LUMANTI is a non-profit making organization established in 1993. It is dedicated to the alleviation of poverty in Nepal through the improvement of shelter condition. Since establishment, Lumanti has been focusing its work in the informal settlements and marginalized communities in the cities and towns of Nepal. It focuses on slum upgrading, housing projects, saving and credits, water and sanitation interventions, Disaster Risk Reduction (DRR), research, advocacy, strengthening community organizations and many more. It operates with the core value and belief of spiritual attitude and behavior and creating a happy environment where work is not taken as a burden but as a contribution to the larger good of human beings.
Background and Description:
Understanding Disaster Risks and the Current State of Disasters in Sundarharaicha Municipality Nepal is at high risk of disasters such as earthquakes, floods, landslides, fires, storms, pollution, road accidents, droughts, heavy rainfall, lightning, pandemics, hailstorms, cold waves, and wild animal attacks. In times of disasters, effective mobilization of humanitarian assistance and clearly defining the responsibilities of the concerned bodies are crucial, and disaster preparedness and response planning plays a vital role in this regard.
Disaster preparedness plays an important role in minimizing possible human casualties, damage to property, and basic services during disasters, and in ensuring effective mobilization of humanitarian aid. Thus, it is essential to strengthen disaster preparedness and emergency response mechanisms to reduce the damage to human life, development infrastructure, and services that may result from natural and non-natural disasters.
Objective:
The primary objective of the Local Disaster Response Framework is to ensure timely, effective, and coordinated response during disasters. Based on this, the specific objectives are:
- To mainstream disaster risk reduction and management into sectoral development plans and formulate the municipality’s disaster and climate-resilient plan.
- To develop a local disaster risk reduction and management strategic action plan.
- To prepare a Disaster Preparedness and Response Plan (DPRP) for the municipality based on the disaster risk profile.
- To localize global frameworks such as the Sendai Framework for Disaster Risk Reduction (2015–2030), the Sustainable Development Goals (SDGs 2015–2030), and the Paris Agreement (2015) within Sundarharaicha Municipality for disaster risk reduction, early warning systems, and reconstruction.

Qualification and Experience:
- Masters in any faculties.
- Have at least 5 years of experience in disaster risk management planning and policy formulation.
- Proven experience in developing and implementing disaster and climate resilient frameworks, policies, and strategies.
- Experience working with government agencies, NGOs, or international organizations on disaster and climate resilience projects.
- Strong understanding of relevant international frameworks such as Sendai Framework for Disaster Risk Reduction, Paris Agreement, and Sustainable Development Goals (SDGs).
- Demonstrated ability to conduct risk assessments, vulnerability analysis, and prepare disaster management plans.
- Excellent report writing, communication, and stakeholder engagement skills.
- Prior experience in capacity building and training related to disaster and climate resilience is preferred.
Duration of the work:
- The total duration of the project will be 2 months and 15 days.
