With the funding support of the FCDO-UK, SNV in Nepal (in partnership with Water Aid) is implementing the WASH Systems for Health Project (2024-2027) (referred to as “the Project”) in Koshi and Madhesh Provinces, which works with provincial and local governments (LGs) to strengthen WASH systems leading to inclusive, resilient and sustainable WASH services. As a part of supporting local governments in promoting improved WASH behaviours, WS4H plans to build their capacities in rolling out a Total Sanitation Behaviour Change Campaign across 7 Rural Municipalities in Jhapa District (Koshi Province) and 9 Rural Municipalities in Siraha District (Madhesh Province).

To ensure quality and consistency in training delivery, SNV plans to adopt a cascade training approach, whereby trained Master Trainers will first provide Training of Trainers (ToT) to key RM-level stakeholders (health and education coordinators, health facility in-charges, WASH focal persons, and active community leaders etc). These trained RM-level trainers will then conduct trainings for Female Community Health Volunteers (FCHVs), school leadership, and community facilitators to support campaign roll-out in the rural municipality. SNV is looking to hire tentatively one Master Trainer per LG for approximately two months to support the cascade training process.

Objective of Assignment

The Project is seeking suitable candidates for the position of Consultant Master Trainer for BCC on Total Sanitation to support an estimated 16 rural municipalities (one Master Trainer per RM) in following a standardised training process provided by SNV to conduct Training of Trainers on BCC for trainers followed by supervisory and implementation support to the trainers in implementing their trainings.

The list of working RMs is as follows:

  • Jhapa District, Koshi Province: Kamal, Gaurigunj, Barhadashi, Jhapa, Buddhashanti, Haldibari, and Kachankawal
  • Siraha District, Madhesh Province: Bhagwanpur, Aurahi, Bishnupur, Bariyarpatti, Lakshmipur Patari, Naraha, Sakhuwanankar Katti, Arnama, and Navarajpur

The assignment will take place in two phases and will have the following objectives:

Phase 1: Training Phase for Selected Candidates - Master Trainer (Consultant)

(this is part of selection process of Master Trainer: All costs of participating in the training shall be covered / paid for the candidate as per SNV policy)

  • Participate in and successfully complete 6-day training on BCC for Total Sanitation behaviours for community, schools, and health facilities. 
  • After the training, SNV will finalise the list of candidates for Phase 2 and offer a Consultancy assignment to the final list of candidates.

Phase 2: Implementation Phase of Assignment by Master Trainer (Consultant)

  • Deliver Training of Trainers (ToT) to RM-level key persons
  • Provide mentoring, supervision, quality assurance, and admin support during the subsequent trainings delivered by RM-level trainers to FCHVs, school representatives, and community facilitators
  • Support the effective roll-out of the Total Sanitation Behaviour Change Campaign in selected Rural Municipalities (as per need).

Job Description

Responsibilities of the Master Trainer

1. Preparation for Training of Trainers in the RM

  • Review and familiarise themselves with training materials, session plans, and campaign tools provided by SNV

2. Training of Trainers (ToT) at RM Level

  • Deliver one ToT session to 15 - 25 participants from the Rural Municipality, including health and education coordinators, Health Care Facility In-charges /Health Personnel, WASH Focal Persons, active community leaders/women leaders
  • Ensure participatory, inclusive, and practical training delivery aligned with the Total Sanitation framework
  • Support trainees to build confidence and skills for cascading training to FCHVs, schools, and community facilitators

3. Supervision, Mentoring, and Quality Assurance of trainings implemented by RM Trainers

  • Observe and supervise RM-level trainers during their training delivery to FCHVs, school representatives and community facilitators
  • Provide on-site coaching, constructive feedback, and technical guidance to improve facilitation quality
  • Ensure consistent messaging, correct use of training materials, and adherence to ethical and safeguarding standards
  • Coordinate closely with SNV provincial and central teams during field implementation

4. Implementation support, documentation and reporting

  • Provide administrative support for training delivery by the trainers to comply with SNV procedures
  • Maintain basic records of trainings delivered, participants trained, and supervision visits conducted
  • Submit brief progress reports to SNV highlighting achievements, challenges, lessons learned, and recommendations.

Expected Delivery

  • Work Plan: Prepare/update workplan and implement based on approval of SNV designated personnel.
  • Progress Report: Submit time sheet, brief activity report and activity expenses at the end of March, end of April, and end of contract to SNV.  Activity report should highlight achievements, challenges, lessons learned, and recommendations
  • Successful Rollout of Activities: Complete activities as per the Work Plan with quality and in a timely manner. 
  • Coordination and Liaison: Conduct effective coordination with local government and project team.

Qualifications

Minimum qualifications

  • Bachelor’s degree in public health, social sciences, education, development studies, WASH, or a related field WITH at least 2 years of working experience in one or more of the areas mentioned below, OR an intermediate-level degree (+2) WITH at least 5 years of working experience in one or more of the areas listed below:
  • Working experience in WASH or health sectors
  • Experience in community mobilisation or implementation of campaigns on topics related to public health, environmental health or WASH.
  • Experience in implementing trainings in health or WASH sectors.

Desirable qualifications

  • Experience of working with local governments, health systems, and/or community-based structures
  • Strong facilitation, communication, and mentoring skills
  • Good understanding of Total Sanitation, post-ODF sustainability, and/or behaviour change approaches
  • Ability to communicate effectively in Nepali and local languages of Jhapa and Siraha
  • Based in Koshi/Madhesh Provinces.

Duration: 40 working days (from 16th March - 15th May 2026)

Remuneration: NPR 5,500 per working day (inclusive of tax/VAT). DSA and travel costs shall be provided for travel outside the duty station for purposes of the Assignment.
