Strengthening Municipal Wide WASH Governance for Social Change in Saptari District, NPL-1060-18

Mahuli Community Development Center (MCDC) with support from The Federal Ministry for Economic Cooperation and Development (BMZ), Viva Con Agua (VCA) and  Welthungerhilfe (WHH) is implementing “Strengthening Municipal Wide WASH Governance for Social Change in Saptari District; NPL-1060-18” project in three Palikas respectively BishnupurRM, RajgadhRM and Dakneshwari Municipality of Saptari District. The overall objective of the project is to improve the health and nutritional status of the Saptari District population through strengthened WASH governance and the provision of basic water, sanitation and hygiene (WASH) services; gender equality and empowerment of disadvantaged groups in Saptari.

MCDC is seeking consultants who can deliver various workshop and training as per the requirements of the Organization’s priorities.

1.  Consultant for Advocacy Workshop on WASH

MCDC has aim to conduct the advocacy workshops on WASH to the Palika Stakeholders especially for elected members of Municipality/Rural Municipality. The project is under process to develop the WASH plan using NWASH MIS application. 

Required experience and expertise of consultant for Advocacy Workshops

• Minimum Master's degree in any discipline having 7-10 years of experience in development field, especially in WASH sector. Persons/consultant firm having prior knowledge and experiences on delivering the advocacy-related training/workshop would be advantages.  
• Priority will be given to those having experience especially in Terai region WASH. 
• Knowledge of local Language (Maithili) will be an advantage.

2.  Consultant to conduct Business development training

MCDC had made contract with four local cooperatives for the mobilization of revolving fund in mutual basis for the promotion of WASH enterprises in above mentioned municipalities. Such cooperative had invested the fund to individual/groups with potential and viable business ideas. Such individual/groups need to be capacitating for upgrading and expanding their business, so the NPL-1060 project is planning to deliver business development training. 

Required experience and expertise of consultant for Business Development Training

• Minimum bachelor's degree in any Business development or related sectors with 3-4 years of experience in delivering community-based training focused in business start-up idea.
• Priority will be given to those having experience of conducting SIYB training.
• Knowledge of local Language (Maithili) will be an advantage. 
• (Considering the current COVID-19 Pandemic situation, preference will be given to the local individuals/ firms)

• Cover letter indicating the interest and motivation. 
• Updated CV of proposed trainer/consultant along with PAN/VAT number 
• A brief concept note highlighting course of content, methodology, and work plan. 
• Financial proposal indicating consultancy fees and a breakdown of expenses. 
• Copy of company registration certificate & TAX/VAT clearance documents (For any firm/companies)

MCDC reserves the rights to seek further details and documents from shortlisted service provider during the course of proposal evaluation and negotiation process and also reserves the rights to reject/dismiss this procurement process without furnishing any reasons to applicants/potential service provider.
