Background information/context

Everest club has started the implementation of an integrated baby package that includes Early stimulation, parenting without violence and (Health & Nutrition, sessions) focusing the parents of under three years of age children under in two municipalities: Aathbis and Chamundabrindasaini of Dailekh district. The overall objective of the Early Start project is that young children survive and thrive in a healthy, protective, and stimulating environment, and develop to their full potential. To achieve the objective, this project has identified three outcomes with emphasis on improving access and utilization of health services, improving competencies of caregivers, and increasing capacities of civil society networks and local and provincial governments. The first outcome seeks to ensure that the local health facilities provide quality service and that mothers and their children access the quality health services, particularly those related to antenatal care, institutional delivery by a skilled birth attendant, promotion of optimal breastfeeding and screening, and referral and treatment of children’s malnutrition. In addition to improved health outcomes, the project will seek to improve children’s motor, cognitive, and socio-emotional skills in an improved protective environment at home and in the community. It will seek to ensure that children aged 0-3 receive early stimulation, nutritious food, and responsive care without any violence from their caregivers. The project will promote “role model caregivers” to influence and increase peer caregivers' engagement in providing care to their children. The project will conduct direct outreach to marginalized households, as identified during the baseline, to ensure that the socially excluded girls and boys and their caregivers receive equal and specific program interventions. The third outcome will seek to ensure that the local government develops enough capacity to support young children through implementing their responsibilities as per the Constitution of Nepal 2015 and the Local Government Operation Act 2017. The major focus will be to support and influence the local government to institutionalize the results through their own policies, programs, and budgets. The project will enhance civil society advocacy with the local government to increase allocation of resources to young children and to ban physical and humiliating punishment. Various local level initiatives for raising awareness on young children's rights will be conducted through mobilizing civil society network.

The child protection component of Early Start project has included parenting without violence common approach to roll out into the community focusing parents, caregivers of under 3 years of age children in Dailekh. The approach aims to prevent children from experiencing physical and humiliating punishment at home. Through its implementation; fathers, mothers and caregivers gain increased understanding of child development, child rights and positive parenting; parent child relationship are strengthened based on the principles of non-violence, non-discrimination, and gender equality; and children are empowered to express their views and feelings in their home, and seek help from caregivers when they feel unsafe.

The common approach further work with father, mother, caregivers, communities to transform harmful and discriminatory gender norms, power dynamics and accepted practices that drive violence at home. It also works with government to strengthen system and mechanism that increase children's health, education and protection in equitable way. It provides a foundation to positive parenting that start from care during pregnancies of mother, new-born care, nutrition, postnatal care, early learning, early child development to support the physical, cognitive, social and emotional development of children. Thus, it has needed to develop flip chart with illustration of nineteen packages focusing the caregivers/parents of under 3 years of children. The developed flip chart will be the key resource materials to implement group sessions in community through community volunteers (Female Community health volunteers/ Para social workers/ ECCD facilitators) and Social mobilizers.
