OPM has operated in Nepal for more than 20 years. Over this period, we’ve addressed a wide range of issues across the policy cycle, from health and public administration reform to public financial management, social protection and microfinance, as well as establishing a leading role in quantitative and qualitative surveys.
OPM Nepal is seeking to recruit a Consultant based in the Kathmandu office to work in its Climate, Resilience and Sustainability (CRS) Practice. Successful applicants should expect to provide wide-ranging support to both project acquisition and implementation across the subject areas.
Applicants must have:
- A Master’s degree in Climate Change, Environmental Management, Economics, Public Policy, Social Science, Development Studies or a related field;
- 5 to 8 years of relevant work experience;
- Demonstrated research and analytical skills in climate, resilience and sustainability Practice;
- Project management and business development skills;
- Strong and demonstrated written and verbal communication and networking skills;
- Demonstrated ability to work effectively as part of a team;
- The ability to manage multiple deadlines;
- An awareness of and enthusiasm for issues relating to Climate, Resilience and Sustainability; and
- Fluency in Nepal and English.

Responsible to: Team Leader, Climate Policy and Finance
Salary: NPR 2,280,000 - 2,850,000 plus benefits
Main Accountabilities
- Contribute to the growth of the teams’ and the Company’s consultancy business in Nepal and globally.
- To assist in developing solutions to client problems and provide technical and administrative support to projects dealing with Climate, Resilience and Sustainability Practices.
- To support identifying and winning work opportunities and building our reputation with clients in Nepal and elsewhere.
- Contributing to OPM’s strategy and relevant strategies for the Climate Policy and Finance Team and the Nepal Office. Adherence to OPM values to create a positive impact in the CRS practice areas.
Specific responsibilities
As assigned by or agreed with the Practice leader:
- Support the delivery of technical work on OPM consulting and other projects in support of developing country governments and international aid agencies in accordance with required delivery deadlines and OPM quality and report writing standards.
- Prepare expressions of interest and proposals for new work opportunities.
- Work closely with other Practices in the Nepal team and contribute towards business development.
- Take an active role in exploring and developing new areas of work and new relationships.
- Develop solid and effective working relationships with all other members of the Practice, Programme and other OPM colleagues.
- Participate, through programme meetings and by other means, in the general development of the work of the Practice, the Programme and the Company in general.
- Take a proactive approach to on- and off-job personal and career development by working on projects in other OPM Practice areas, keeping abreast of the latest developments within the practice and taking opportunities to attend training events as appropriate.Prepare reports in line with the terms of reference for particular projects.
- Proofread, format and edit reports.
- Organise workshops and other events related to project activities.
- Comply with all internal policies, processes and procedures, including financial management systems.
- Undertake other duties reasonably required by the Practice leader, country director and programme director.
Qualifications & experience
- A Master’s degree in Climate Change, Environmental Management, Economics, Public Policy or a related field.
- Technical grasp and prior work experience of climate change and/or disaster risk policy and practice work in Nepal.
- Work experience in Nepal within a consulting firm, I/NGO, think-tank, UN, research/development-based organisation or similar, ideally on climate change and DRM issues.
- Experience working with senior government officials and international agencies is a positive.
- Experience in carrying out qualitative research and some understanding of quantitative research methods.
- Ability to communicate verbally and in writing effectively with colleagues and clients.
Skills
- Strong analytical and demonstrated research skills.
- Project management and business development skills is highly desirable.
- Excellent verbal and written English and Nepali language skills.
- Excellent report drafting and writing skills independently.
- Ability to multi-task well and manage multiple deadlines.
- Demonstrated ability to work effectively as part of a team.
Detail oriented.
