About this role
SAMBHAV/Zero Tolerance programme aims to improve learning and retain school by girls and boys, especially from marginalized community with Gender Based Violence and child marriage free environment, where girls and boys are able to equitably learn, complete secondary education and become empower members of their communities.
The consultant will be responsible for project implementation and advocacy, capacity building and partnership, financial management, monitoring and reporting and network development and partnership management.

Terms of Reference – Consultant (Manager level)
Manage and support Hetauda Regional programme office, develop training manual on complain hearing mechanism and adopt training for GBV watch group on referral mechanism
Duration: 21 July 2017 -20 Jan 2018
Duty Station: Hetauda RPO with 40% field travel and 20 % work from head office Kathmandu
Context
Capitalizing on the recent launch of a new brand in July 2010 and the launch of a new 5-year global strategy (2011 – 2015), Restless Development is taking up a position as the global banner carrier for youth-led development, and demonstrating at the grassroots and policy levels that young people can and must play a lead role in development.

SAMBHAV/Zero Tolerance programme aims to improve learning and retain school by girls and boys, especially from marginalized community with Gender Based Violence and child marriage free environment, where girls and boys are able to equitably learn, complete secondary education and become empower members of their communities. It focuses on ending discrimination during menstruation and child marriage in Nepal, especially in Mid and Far western, Central and Easterner region, by empowering adolescent girls and boys, raising awareness of community leaders/me, building capacity of local CSOs and partnering with local and national government agencies. Considering the above objective and goal, financial Assessment of four Partner NGO in Dhanusha, Rauthat, Mahottari is being carried to access, review and evaluate the financial competency and capacity of PNGO to achieve the target.
KEY PRIORITIES
1. Project implementation and advocacy
In coordination with Monitoring, Evaluation and Learning Manager and other Managers the consultant will:
- Implement programme as programme result framework objectives, and logistical frameworks of programme and project in line with Global Strategy.
- Manage regular programme review workshops/meetings to ensure that monitoring data information, programme implementation and development to meet recommendation that are received form field & evaluation/research report.
- Ensure programme information are communicated timely manner to head office
- Ensure that programme contribute to national and international strategies, including the Sustainable Development Goals ,Education for All Strategy, and the Government of Nepal’s Long Term Plan.
- Lead and maintain the Evidence Based Decision Making system for all of
2. Capacity building and partnerships
- Strengthen capacity of field staff team for effective programme implementation and communication
- Manage programme priorities through the development and regular review of unit operational plans and implementation calendars
- Review of field staff work plan/ performance development plan and provide support for effective and quality programme implementation in district/communities as per project checklist and finalize in consultation and Restless Development MC
- Development of GBV watch group training and complain hearing mechanism training package and ensure training materials, manuals development as well as delivery of training modules drawing on best practice internally, nationally and internationally.
- Ensure staff safety at all times by ensuring effective security and communication systems within the unit
3. Financial Management
Coordinate with the Finance and Administration Manager:
- Lead overall all financial management of Hedauda RPO.
- Develop/revise annual budgets of regional programme budget.
- Monitor programme unit spending to ensure it is within budgets of PNGOs.
- Ensure finance policies and procedures are adhered to by programme staff.
- Ensure Partners are making spending inline with Restless Development agreed budget and values
- Ensure all the partners NGOs are updated with approved budget and relevant document
- Review the project expenditure and ensure necessary cash flow for tranche request timely and variance are communicated with relevant partners and donors and obtain necessary approval in advance.
4. Human Resource Development and Management
- Manage regional/field staff through Performance development Plan, monthly meetings/updates, monitoring work, schedule work plans and review.
- Support staff through entire performance management cycle with regular performance management plan and reviews.
- Ensuring staff are getting support to achieve their PMP through training, regular support and other mentoring
- Ensure effective communication between staff in district, regional and hub.
- Ensure all the project staff in PNGOs are enough capacity to implement Restless Development programmes & projects through regular capacity assessment, organize training based on TNA and other support i.e mentoring, field visit
5. Monitoring and Reporting
- Conduct field visits to monitor work of partners and programme team programme delivery
- Ensure effective development and implementation of appropriate monitoring systems for responsible programme
- Lead the Sambhav/Zero Tolerance programme periodic review, quarterly, annual and mid term review and lead to make necessary adjustment based on research findings, review workshop recommendations and Restless MC feedback.
- Support the team to effectively capture data on all programme and report appropriately on time and communicate as required by Head office.
- Input into and review monthly qualitative and quantitative reports related to all programme and events
- Ensure the quality articles, case studies and stories of change to the quarterly newsletter and disseminate to the key stakeholders
6. Networking Development & partnership management
- Support investment through report and proposal writing, budget and concept development, partner meetings, and field visits
- Ensure effective partnership management with local NGOs in programme implementing districts
- Strengthen, develop relevant partnerships at local, national and international levels.
- Contribute to the preparation of materials such as newsletters or annual and monthly reports as appropriate.
- Write timely programme reports to donors and partners as required
- Ensure effective partnership with PNGOs and government agencies through regular meeting, emails ,
- Ensure programme plans are timely submitted to government and obtain necessary approval of project as required by government
7. Other
Other duties as required.

Consultant fee and other facilities
Restless Development is offering a consultancy fee of NRs. 187300.00 including tax per month plus holiday (2 days per month) as per Restless Development Policy for suitably qualified consultant. The payment will be made on a monthly basis after deducting applicable government tax .
