Terms of Reference 

Video Documentary on the Nepal Earthquake Response/Recovery in Sindhupalchowk  

Background:

Oxfam has been working in 16 VDCs in Sindhupualchowk district after the 2015 earthquakes to provide immediate humanitarian assistance to the most affected population. In partnership with local organization, Oxfam has been working in different sectors to provide support in the areas of livelihood, disaster preparedness, water, Sanitation and hygiene, shelter by mainstreaming gender in all of its activities.  

Objectives of the consultancy:

The objective of this assignment is to video document activities Oxfam is carrying out in partnership with local organizations to bring positive changes in the lives of the people of Sindhupalchowk.

Methodology:

The consultant will be managed and guided by MAC Focal Person of the district to develop an itinerary to shoot activities in the respective places. The maximum allocated days in the field will be 5 days for each sector (maximum 25 days in field). The total working days for the consultancy will be approximately 3 months i.e. from 1st January to 3rd Week of March 2017.The Consultant should propose a detailed work plan schedule which will be finalized in consultation with Oxfam.  

Output/ Deliverables:

·       Six scripted videos: 1) WASH-5-7 minutes, 2) EFSVL 5-7 minute  3) SHELTER 5-7 minutes 4) GENDER 5-7 minutes 5) DRR 5-7 minutes 6) overall video 4-5 minutes

·       Submission of final videos in a hard disk. The final product will incorporate the feedback from the sector leads from Oxfam in the district. 

·       Raw footages from:   Pangretar, Ramche, Sunkhani, Kalika, Chokati, Barabise , Kiul, Helambu, Nawalpur,  Kunchowk ,  Pangtang, Baramche, Hagam, Jalbire , Tatopani and Kadambas VDCs of Sindhupalchowk district.  

·         The videos should include authentic background score/music

Timeframe:

The consultancy is expected to start from first week of January and end in second week of March 2017. Below is the suggested timeline:

Eligibility Criteria: 

The consultant/s should have at least Bachelor’s Degree in a relevant field having ample experiences on audio-visual recording, editing, and media production; clear understanding of the technical aspects of video making process and understanding of social/humanitarian development field.

Payment Modality: 

The consultant will receive 30% of the total immediately upon the signing of the contract and the remainder of 70% on the completion and submission of the final report to Oxfam.

TAX: 

Applicable tax will be deducted as per the policy and guidelines of Oxfam and Government of Nepal.

The consulting institution/firm should submit a proposal to Oxfam by December 22 2016 via mail to recruitment_nepal@oxfam.org.uk clearly mentioning the title of assignment in the subject line with following attached documents:

·       Short technical proposal ( 3 pages maximum)

Note: The interested individual/firms will be kept in our roster of Oxfam for similar future consultancy requirement.
