It has been implementing “Rehabilitating Community Health and Protection Services”In partnership with Terre des homes (Tdh), inKavrepalanchowk district. The project aims with the objective of restoring and strengthen primary health care services and child protection system in earthquake affected Kavre district. Tdh has proposed to construct 5 Permanent Health Posts buildings in Majhipheda, Sallebhumlu, Phalate, Khusadevi, Kharpachowk VDCs of Kavre districts with the facilities of delivery service. For this purpose KIRDARC is looking a consultant firm/candidate for carrying out topographic survey & detailing necessary for developing site development plan for the construction of 5 Health Post Buildings in the VDCs mentioned above.

1. INTRODUCTION

Active in more than 30 countries and in Nepal since 1985, Tdh develops and implements projects to allow a better daily life for children and their close relatives, particularly in the domain of health and protection. Tdh is financed by individual and institutional donors, with 87% of funding directly benefiting programs and the children Tdh works with.All of Tdh’s work and commitments with governments, communities and children is provided without any religious, political and racial bias.

2. BACKGROUND

The Mega earthquake hit Nepal on 25April 2015 which highly affected 14 districts of the countrywhich caused more than 8500 death and 14355 people injured 1.7 million Children were affected in the worst-hit districts and hundreds of thousands were made homeless.Kavre is one of the major districts affected by strong earthquake and its aftershock. Infrastructures like houses, schools, heath posts, water supply schemes etc. are damaged severely.

Kavre district lies near to Kathmandu and covers an area of 1396 km2 with total population of 355672 in which 51 % populations are female and 49 % are male. As a strong earthquake of 7.8 Richter scale hit Nepal On April 25, 2015,in Kavrepalanchowk367 people had lost their lives and more than 1009 people are injured . People are still struggling hard for basic facilities like food, shelter, health and WASH.

Children are affected more than other people. KIRDARC with the funding support from Tdhhas been working in child protection, WASH and Health for emergency response to recent earthquake that hit theKavre district. District Health Office of Kavre planned to construct permanent Health Post in the Earthquake affected areas. KIRDARC fully involved in this movement. In this regards, KIRDARC with the funding supports from Tdh is working in the Kavre district with “Rehabilitating Community Health and Protection Services” project with the objective of restoring and strengthen primary health care services and child protection system in earthquake affected Kavre district. KIRDARC has planned to construct 5 new permanent Health Postsin the Kavrepalanchok district which are listed below.

  1. Majhipheda VDC Health Post
  2. Salle Bhumlu VDC Health Post
  3. Phalate VDC Health Post
  4. Kushadevi VDC Health Post
  5. Kharpachok VDC Health Post

3. OBJECTIVE OF THE ASSIGNMENT

The overall objective of thepreparation and publishing this term of reference is to invite potential firm/candidate forcarrying out topographic survey & detailing necessary for developing site development plan for the construction of 5 Health Post Buildings in the VDCs mentioned above.

4. SCOPE OF WORKS

  • General 

The consultant/firm will have to do the following works: 

For MajiPheda ,Sallebhumlu, Phalate, KharpachokVDcs of Kavrepalanchok.

    • Collect necessary data and information required for the topographic survey of the proposed sites.
    • Carry out topographic survey with detailing of the every point around the proposed sites i.e. 10m around the proposed land.
    • Prepare the land plan in 1:500 scale showing major contour in 2m interval and minor contour in 0.5m interval
    • Indicate all the existing features of the sites.
    • Prepare the cross-sections at 2 m interval and indicate spot level.
    • Prepare technical report of proposed sites with keeping in mind guidelines published by Ministry of Health, Department of Health Services and Department of Urban Development and Building Construction (DUDBC) Nepal with close coordination to KIRDARC.
    • Coordinate with KIRDARC, in all the phase of the work.  
    • The instrument for surveying, vehicle to reach the site, and accommodations must manage themselves by the consultant/firm. 
    • Finalize the individual reports for individual sites incorporating feedback received form consultant expert of Ministry of Health & Population (MoHP) and submit report in 3 hard copies (stamped & signed) and 1 electronic copy within the 3 Weeks of Sign in Agreement.

For Kushadevi VDC of Kavrepalanchok.

The consultant/firm will have to do the following works: 

    • Collect necessary data and information required for the topographic survey of the proposed sites.
    • Carry out topographic survey with detailing of the every point around the proposed sites i.e. 20m around the proposed land.
    • Prepare the land plan in 1:500 scale showing major contour in 2m interval and minor contour in 0.5m interval
    • Indicate all the existing features of the sites.
    • Prepare the cross-sectionsat 2 m interval and indicate spot level.
    • Prepare technical report of proposed sites with keeping in mind guidelines published by Ministry of Health, Department of Health Services and Department of Urban Development and Building Construction (DU
    • DBC) Nepal with close coordination to KIRDARC.
    • Coordinate with KIRDARC, in all the phase of the work.  
    • The instrument for surveying, vehicle to reach the site, and accommodations must manage themselves by the consultant/firm. 
    • Finalize the individual reports for individual sites incorporating feedback received form consultant expert of Ministry of Health & Population (MoHP) and submit report in 3 hard copies (stamped & signed) and 1 electronic copy within the 3 Weeks of Sign in Agreement.
  • Professional Liability  
    • If the KIRDARC suffers any losses or damages as a result of proven fault, error or omission in the design of the project, the consultant shall be responsible to make good such loss or damages. 

5. SUPPORTS FROM KIRDARC

  • KIRDARC will ensure the providing of all the necessary information regarding field survey.
  • KIRDARC shall continuing advisory support to the consultant if required. 
  • KIRDARC shall support to the Consultant for community mobilization.
  • Make payment to Consultant for its services as per the terms of payment in installment basis after signing the contract and submitting the final report.

6. FINANCIAL SUPPORT

  • The Consultant’s fee will be linked to the physical progress of work and the completion period mentioned in the letter of Award of the KIRDARC unless the delay is caused by an action or inaction of the KIRDARC or due to out of control of human action. 
  • The consultant will be paid in 2 installments after the agreement between KIRDARC and satisfactory completion of respective work and its submission of report as mentioned above.
    • I  Installment 30% of quoted amount after agreement between KIRDARC.
    • II Installment 30% of quoted amount after submitting the draft report to KIRDARC for receiving feedback form MoHP
    • II Installment 40% of quoted amount after the satisfactory completion of respective work and submission of final report.

7. EVALUATION CRITERIA

Consultant will be awarded on the merit basis considering financial and technical document submitted by the respected organization or firm. The weightage for the evaluation shall be considered as 60 % financial and 40 % technical. 

Interested eligible organization/firm or individuals are requested to summit the proposal with combine technical and financial details and with relevant experience in the field and CVs of the involved human resources together with required registration document VAT etc.).
