2. DESCRIPTION OF THE REQUIRED CONSULTANCY SERVICE PROVISION AND SCOPE OF WORK

2.1 Background

Along with the Constitution of Nepal 2072, there are various policies and plans such as the National Education Policy 2076, School Sector Development Plan 2016-2023 and others in place that guarantee right of access to free basic education for all children regardless of their type of disability. However, despite the provision, the capacity of teachers who cater to the needs of children with disabilities  is very limited and lack adequate competencies to employ a range of appropriate pedagogical techniques and approaches for teaching a diverse group of students, including the CwDs.

Currently, pre-service teacher training does not include a mandatory course on inclusive education, and in-service trainings provide minimal specific training in disability for mainstream teachers. As a result, most of the Nepalese teachers lack skills to deal with children with disabilities and do not have knowledge on mainstreaming children with disabilities  to general education. Hence, to support teachers to address diverse learning needs in the classroom, more training, coaching, mentoring, and supervision are required. In addition, in order to effectively implement the existing policies and programs of Nepal government concerning children with disabilities, it is really important for every school and every teacher to acquire the basic knowledge of Inclusive Education and to implement it in practice to identify the children with disabilities, to improve their access to education and to teach and retain them in school.
