TERMS OF REFERENCE

Name of Project: Empowering a New Generation of Adolescent Girls with Education (ENGAGE) 

Title of action: Consultant to train district/municipality level educational personnel/facilitators on inclusive and gender-sensitive education 

1.  CONTEXT

Handicap International Federation (HI) is an independent and impartial not for profit organization working in situations of poverty and exclusion, conflict and disaster.  Since 2000, HI has been working in Nepal with Persons with Disabilities (PwDs) and vulnerable populations, focusing on their essential needs, improvement of their living conditions and promotion of their dignity and fundamental rights. HI Nepal has built its STRATOP for 2018-2020 on three main pillars which are as follows:  

  1. Health and Rehabilitation: Physical rehabilitation, provision and accessibility of rehabilitation services and sustainability of rehabilitation service
  2. Inclusive Education: Implement projects related to inclusive education, with much focus on girls and children with disabilities  
  3. Resilience: Support people with disability and vulnerable communities to adapt to both their environment and their socio-economic situation and provide livelihood opportunities 

HI in coordination with Voluntary Services Overseas (VSO) is implementing ENGAGE project which envisions a world where even severely marginalized out of school girls and girls with disabilities are empowered through education to make informed life choices, contribute to family decisions and confidently pursue their own economic opportunities. Despite long odds and facing many challenges, 900 girls age group between 10 to 19 in one of the disadvantaged districts of Nepal’s Terai region –Banke will be bolstered by a newly supportive community, equipped with new skills for learning and employability, experience new-found confidence and self-esteem, and become able to influence and control their own sexual and reproductive health. 

The major outputs of the project are as follows: 

Output 1: Parents of out of school and marginalized girls actively support girls’ education

Output 2: Out of school marginalized girls have increased knowledge of appropriate life skills

Output 3: Out of school marginalized girls enroll in and attend formal or non-formal education after graduating from bridge literacy and numeracy classes

Output 4: Out of school marginalized girls find safe employment after graduating from non-formal education

Output 5: Educators use inclusive, gender-responsive and child-safeguarding pedagogy

Output 6: Education service providers and duty bearers uphold inclusive, gender-responsive and child-safeguarding standards 

2. DESCRIPTION OF THE REQUIRED CONSULTANCY SERVICE PROVISION AND SCOPE OF WORK

2.1 Background

Along with the Constitution of Nepal 2072, there are various policies and plans such as the National Education Policy 2076, School Sector Development Plan 2016-2023 and others in place that guarantee right of access to free basic education for all children regardless of their type of disability. However, despite the provision, the capacity of teachers who cater to the needs of children with disabilities  is very limited and lack adequate competencies to employ a range of appropriate pedagogical techniques and approaches for teaching a diverse group of students, including the CwDs. 

Currently, pre-service teacher training does not include a mandatory course on inclusive education, and in-service trainings provide minimal specific training in disability for mainstream teachers. As a result, most of the Nepalese teachers lack skills to deal with children with disabilities and do not have knowledge on mainstreaming children with disabilities  to general education. Hence, to support teachers to address diverse learning needs in the classroom, more training, coaching, mentoring, and supervision are required. In addition, in order to effectively implement the existing policies and programs of Nepal government concerning children with disabilities, it is really important for every school and every teacher to acquire the basic knowledge of Inclusive Education and to implement it in practice to identify the children with disabilities, to improve their access to education and to teach and retain them in school. Hence considering the above scenario, ENGAGE project is planning to conduct three days training to school teachers, head teacher including education focal person from municipalities to increase their knowledge on inclusive education, which will be supportive to increase learning achievement of children with disabilities and marginalized girls and retain then in the school.

2.2 Scope of Work

Based on the background mentioned above, the consultant is expected to deliver one event of three days training on inclusive education based on the training manual developed by HI to the municipality level educational personnel/facilitators in Banke district where ENGAGE is being implemented. 

3. CONSULTANT’S PROFILE

The consultant or consultant team can be from an academic institution, research firm or individual consultant.  A research consultant will be responsible for ensuring all deliverables are provided timely and according to the standards set in this Terms of Reference (ToR). This person will also ensure all communication with HI Nepal office and will be solely responsible for fulfilling all the tasks as specified in the ToR. The expected qualifications and competencies required for the lead consultant include:

  1. Master’s degree in Education, Inclusive Education, Disability, Social Sciences or related discipline; 
  2. Minimum five years’ experience in facilitating training to educational personnels and school teachers; 
  3. Prior knowledge and extensive experience in the field of Inclusive Education and disability is highly preferred;  
  4. Excellent counseling and facilitation skill is highly preferred 

4. SERVICE DURATION AND LOCATION

The consultant shall be recruited on a daily basis for maximum of four days. The assignment is expected to start by the 2nd week of  April 2020, upon signing of the contract between the consultant and HI and will finish by the fourth week of April 2020. 

5. WORK SCHEDULE 

The Consultant should set up a work schedule for the performance of the service and share with HI team. The timeline for each assignment are as follows:

6.  DELIVERABLE

Deliverable 1: One event of three days training on Inclusive Education delivered to the municipality level educational personnel/facilitators in the Banke based on the IE training package developed by ENGAGE project.

Deliverable 2: Report on the completion of assignment including the analysis of pre and post test results of training participants

8.  BUDGET

  • Cost of service provision: Consultant should propose the required budget for this assignment including all government applicable tax. 
  • Payment terms and conditions: as per the suitability of the consultant and also in line with HI’s policy 
  • All other costs for accommodation, per diem, airfare and local travel incurred for the training delivery will be borne by HI as per its rules and regulations.
