CONSULTANCY SERVICE FOR HANDICAP INTERNATIONAL NEPAL



Title of action or project: Fine-tuning and finalization of the narrative part of a Full Application/Proposal narrative on the prescribed format and instruction given in the Guideline of the EU Call for proposal.

1.     CONTEXT

Handicap International (HI), operating name Humanity & Inclusion, is an independent and impartial not for profit organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, with partners and stakeholders, acting and bearing witness to meet their basic needs, improve their living conditions and promote respect   for their   dignity and fundamental rights. www.hi.org

Program context: HI is developing a full proposal on Inclusive and Quality Education. In this regard, a consultant is intended to proide service in fine-tuning the full application/proposal narrative part with quality and logical presentation and elaboration/explanation of the actions’ objectives, intervention logics, activities, cross-cutting elements, added values, consortium stenghts and others as asked by the application format and instructed by the Guidleine for the full application.

Explanation of the reason for the mission: To develop a quality proposal in the given format with attractive, logical and elaborately presenting the action’s objectives, approaches, interventions and linkages of deliverables/outputs/outcomes.

2.     DESCRIPTION OF THE EXPECTED SERVICE

Beneficiaries: The proposal is more focused on all children who are in basic-level education with a specific focus on children with disabilities, girls, and other vulnerable children.

Global and specific objectives: To fine-tune the draft full application/proposal  narrative as per prescribed format and instructions of the Guideline, including: clear and diagrammatic presentation and elaboration of intervention logic; explainaion of implementation approaches; elaboration of activities; precisely explain on integration of cross-cutting issues and added value elements; preeenting strengths and synergies of the consortium members; mentioning linkages of the action with other EU initiatives and larger programmes. The consultant will ensure quality edition of the narrative proposal with considering English language and Donor’s terminologies. The consultant must closely work and collaborate with the HI project development team for execution of this task in given timeframe.

Expected results and indicators for taking delivery of and validating the results obtained:

• Edit, re-write (few sections) of the draft narrative full application/proposal and ensure qulity and standard presentation of the proposal as per given format and instrutions by EU Guidleine; including: clear and diagrammatic presentation and elaboration of intervention logic; explainaion of implementation approaches; elaboration of activities; precisely explain on integration of cross-cutting issues and added value elements; preeenting strengths and synergies of the consortium members; mentioning linkages of the action with other EU initiatives and larger programmes

• Finalise the full application/proposal narrative after integrating inputs/feedbcaks of HI team with ensuring: expected quality and standard; following the Guidleine for full application; addressing presicely the instructions of the format/guideline for the full application narrative; and assessing and in-lining with the points mentioned in the evaluation grid for the full apliucation.  

3.     CONSULTANT’S PROFILE

The expected qualifications and competencies required for the consultant include:

a)     Have experience and in-depth knowledge on Proposal development processes and Donor formats (preferably EU formats).

b)     Proven experience of having written successful project Proposals

c)     Master degree in social science or development studies or management or other related field.

d)     Experience of having done prior Consultancy work with Handicap International will be an added advantage.

e)     Strong knowledge on Inclusive and Quality Education related project proposal development; disability inclusive and gender transformative approaches in Education sector.

4.     DURATION AND PLACE OF PERFORMANCE OF THE SERVICE

Expected days of services  is 6 days in-between:

Start date: August 21, 2023

End date: September 08, 2023

Place of performance: Virtual

5.     WORK PLAN

6.   REPORT

The work done by the consultant will be ensured and verified by the TU thus no need for any additional report.

7.   CONTACT PERSON

During the performance of the service, the consultant will be required to work in liaison with Handicap International's teams, and notably with technical team, who will be his/her contact person.

    PAYMENT TERMS AND CONDITIONS:  The payment will be done at the end of the assignment and by bank transfer or Cheque.

Ancillary expenses: The consultant will manage other Logistics expenses that occurred during the consultancy service if needed.
