Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability. The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.

1. Background
The Institute of Himalayan Risk Reduction (IHRR), in partnership with CARE Nepal, is implementing the CIUK project in Rautahat District. This project focuses on strengthening community resilience to multi-hazard risks, specifically focusing on women's leadership in anticipatory action. As Rautahat is highly vulnerable to extreme temperatures, we are seeking a consultant to formalize response protocols through Standard Operating Procedures (SOPs).

3. Scope of Work
The consultant will establish institutionally endorsed, gender-responsive SOPs for Heat Wave and Cold Wave events. The scope includes reviewing national policies, assessing local capacities, defining meteorological triggers in coordination with the Department of Hydrology and Meteorology (DHM), and facilitating community-level validation.
4. Key Responsibilities
Desk Review: Analyze national DRM policies, climate adaptation plans, and existing local contingency plans.
Stakeholder Consultation: Conduct KIIs and FGDs with Palika officials, Ward representatives, women’s networks, and health facility staff.
SOP Drafting: Develop comprehensive SOPs (separate for Heat and Cold waves) covering triggers, roles, early warning protocols, and resource mobilization.
Language & Inclusion: Ensure documents are drafted in both English and Nepali and incorporate specific provisions for marginalized groups (children, elderly, and PWDs).
Validation: Organize and lead workshops in each Palika to finalize the documents based on local feedback.
5. Eligibility
Education: Master’s Degree in Environmental Science, Disaster Risk Management (DRM), Climate Change, Social Sciences, or a related field.
Experience:
Minimum 5 years of professional experience in DRM policy, SOP development, or climate risk management in Nepal.
Proven track record of developing technical guidelines or contingency plans for NGOs/INGOs or Government bodies.
Skills and Other Requirements:
Technical Knowledge: Deep familiarity with DHM’s early warning systems and meteorological advisory frameworks.
Communication: Exceptional report writing and presentation skills.
Language: Native-level fluency in Nepali and professional proficiency in English.
Approach: Demonstrated ability to work within a gender-sensitive and rights-based framework.

The Institute of Himalayan Risk Reduction (IHRR), in partnership with NAXA, invites Expressions of Interest (EOI) from qualified individual consultants or consulting firms for the development and validation of multi-hazard models (flood, drought, and heatwave) under the “Scaling DASTAA for Multi-Hazard Anticipatory Action and Sector-Specific Disaster Preparedness Planning” initiative.

Key Responsibilities:
The selected consultant/team will be responsible for:
1. Data Acquisition & Processing
Collect and process satellite datasets (e.g., Sentinel, Landsat, MODIS)
Develop baseline spatial datasets for flood, drought, and heatwave
2. Hazard Inventory Development
Compile historical hazard data and timelines
Analyze hazard frequency, intensity, and impacts
Document flood extents, drought patterns, and heatwave anomalies
3. Hazard Modeling
Develop GIS-based spatial hazard models
Conduct probabilistic and frequency analysis
Generate hazard maps and spatial outputs
Define preliminary thresholds and trigger levels
4. Field Validation & Community Engagement
Integrate information from field visits and ground-truthing, Key Informant Interviews (KIIs) and community consultations
Validate model outputs with local knowledge
5. Model Refinement & Threshold Development
Refine models based on field validation
Establish scientifically and community-informed trigger thresholds
Align outputs with EWS/EWEA frameworks
6. Integration & Data Preparation
Prepare datasets compatible with GIS and web platforms (e.g., DASTAA)
Ensure usability for decision-support systems
Required Qualifications & Experience
Applicants (individuals or firms) should have:
Proven experience in hazard modeling and risk assessment
Strong expertise in GIS and Remote Sensing (QGIS, ArcGIS, Google Earth Engine)
Experience in climate data analysis and environmental modeling
Familiarity with Early Warning Systems (EWS) and anticipatory action frameworks
Experience in community-based validation and field research
