CARE Nepal is an international humanitarian organization working in the country for the past four decades. CARE Nepal’s work largely centers on addressing the underlying causes of poverty and ensuring social justice for the most vulnerable and marginalized populations, with women and adolescent girls as the main impact groups. CARE Nepal’s current programs areas are broadly grouped into three themes: i) women’s economic empowerment and climate justice ii) gender justice and health and educational rights iii) disaster risk reduction and gender in emergency. In addition, gender equity and social inclusion (GESI), social norms, inclusive governance and accountability, and partnership and alliance run as cross-cutting themes across programs.

Start Network is a collective of more than 90 humanitarian organizations present across 200 countries and territories worldwide. The Network’s stakeholders have steered the Network to grow and evolve in a different way – by transitioning to a new model of national and regional hubs, made up of local, national and international humanitarian organizations operating in those locations. Start Fund Nepal (SFN) is part of the Start Network operating in Nepal since March 2021. Pursuing this vision brings with it unprecedented levels of change in the way the Network operates. This includes the operationalization of a tiered due diligence framework that enables a wider spectrum of organizations of varying capacities and profiles to join the Network. Members are classified into tiers, which determine their level of access to different program portfolios offered by Start Network. Membership into the Network requires undergoing due diligence that is refreshed every three years.

Recently, Start Fund Nepal has expanded its scope with the introduction of the Forecast-based, Warning, Analysis, and Response Network (FOREWARN) within its Crisis Anticipation and Risk Financing Unit. This initiative aims to engage non-member, multi-disciplinary actors in Nepal involved in disaster risk analysis and management, particularly in crisis anticipation and early action. FOREWARN aims to facilitate the quick assembly of experts to forecast disasters and provide support to humanitarian efforts in the vicinity of anticipated crises. Additionally, FOREWARN advocates for the normalization of early action in disaster response protocols.

CARE Nepal on behalf of Start Fund Nepal has requested for consultancy services from eligible vendors to provide a consultancy service for enhancing the capacity of Start Fund Nepal members to use digital CVA in response and anticipatory alerts. The main objective of this consultancy is to support increased use of digital cash and voucher assistance system in Start Fund Nepal's response and anticipatory alerts by providing access to cost-effective and easy-to-use digital platform for Start Fund Nepal members along with enhancing the capacity of implementing CVA modality and help SFN track the relief support through a single platform.
