CONSTRUCTION SUPERVISOR

I - Mission context

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 5 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts and environmental health.

Medecins du Monde has worked in Nepal since 1995, initially focusing on TB and HIV control activities in the west of the country. Since 2007 our focus has been in Sindhupalchok District where we have implemented a 9-year project working with women cooperatives to promote sexual and reproductive health along with support to livelihoods through microfinance activities. Following the 2015 earthquakes we scaled up to provide an emergency response – running mobile medical clinics, rebuilding health facilities, supporting the District Health Authorities, and revitalizing the women cooperatives. At the moment, MdM has switched to a long-term development project reviving the cooperatives and strengthening their microfinance capabilities with an integrated health component: strengthening of public health programs through primary health care preventive activities with focused on community participation; mental health; sexual and reproductive health; gender-based violence awareness; and support through WASH installations in the health posts with continuous collaboration and support to District Health Office (DHO) in terms of  strengthening the disaster surveillance unit and rapid response team. This work will continue until at least January 2018.

As part of our work with women’s cooperatives in Sindhupalchok, we are supporting them to rebuild their offices that were damaged in the earthquake. We will support them to construct 8 office buildings in total: 3 are complete and handed over, 1 is ongoing, and 4 are in the preparatory phase and must be completed and handed over by November 2017. For this reason we are looking for a motivated Construction Supervisor who can manage this component of our recovery project.

Hierarchical positioning: Directly reporting to Project Manager

II - Main responsabilités

  • Construction
  • Responsible for site construction
  • Optimize the resources of construction (materials, manpower…) with timeframe
  • Responsible for proper use of stock and to follow materials order
  • Responsible to manage construction team and organize their work according to priority defined with the supervisor.

III – Detailed Activities

Construction:

  • Preparation of the detailed designs of all the structures and support to get approved from the related authorities,
  • Preparing and submitting to the procurement items(material/labor/tools/accessories) necessary for construction,
  • Responsible for organizing the work of the construction team, in collaboration with the Program Coordinator and Project Manager,
  • Follow up the construction plan andensure that the building match with Nepal Government and MdM’s quality requirement,
  • Responsible for proper use of MdM tools and ensure no misuse,
  • Promptly report of any incident in construction,
  • Update the construction log action plan andprepare all report linked to construction,
  • In collaboration with the Program Coordinator and Project Manager, you will represent MDM during meetings about construction with local authorities,
  • In collaboration with the Program Coordinator and Project Manager, you will support for monitoring the work of partner NGO on WaSH construction issues.

Other duties/responsibilities:

  • Show high Professional attitude and willingness,
  • Respect MdM’s policy on disciplined behaviour and security regulations,
  • Be polite and diplomatic while dealing with community issues, especially when there is aggression and conflict among people,
  • Participate on internal work meetings and inform MdM team on construction/log issues,
  • Report any security related issues to the supervisor or to the General Coordinator,
  • Support operational organization of field trips and MdM programs/activities,
  • Conduct periodic visits to the health facilities built by MdM and suggest on maintenance and renovation issues.

IV - Required Background and Experience, Skills and Behaviors

  • At least a Bachelor’s Degree in Civil Engineering,
  • At least 1 years of professional experience in construction of permanent/semi-permanent buildings. Experience with an NGO/INGO on an earthquake rehabilitation program will be given preference,
  • Good operating knowledge of basic computer skills like- MS Word, MS Excel, MS PowerPoint, Email Correspondence, etc,
  • Good operating knowledge of AutoCAD, Sketch up 3D, Structural Analysis Software,
  • Willing to work during odd hours as per the program needs of the organization,
  • Honest, diligent, punctual and displaying a professional attitude at the workplace.

Duration: 5 months

Duty Station: Sindhupalchok
