About the project

About the project: The UDAAN (Unleashing Digital Acceleration and Ambition of Nepali Youth) project, led by Youth Innovation Lab together with Heifer Project Nepal, NAAMII, and Women In Animation and supported by the European Union, is a nationwide initiative aimed at empowering young women and men across Nepal with the skills, opportunities, and resources needed to thrive in the digital economy.  

Implemented over four years, the project focuses on advancing digital literacy, fostering innovation and entrepreneurship, and creating pathways to employment through training programs in AI, coding, and creative technologies, as well as internships, fellowships, and innovation hubs in partnership with local governments, academic institutions, and the private sector.  

With a strong commitment to gender equality and social inclusion, UDAAN prioritizes marginalized and underrepresented youth, contributing to a more inclusive, resilient, and future-ready workforce in Nepal. The action is implemented through four interconnected components: 

PATHSHALA - Digital Skills Development: Builds future-ready digital skills through AI, Coding, and Animation schools. Using tiered, hybrid learning, it prepares young Nepali women and men for jobs, innovation, and entrepreneurship in the digital economy.  

KARYASHALA - Innovation and Experimentation: Transforms youth skills into real-world digital solutions through hackathons and bootcamps. It nurtures innovation with mentorship and incubation, turning ideas into scalable impact.  

KARMASHALA - Employment and Career Pathways: Connects young Nepali youth to real-world work experience through internships and fellowships. It bridges skills to careers by placing youth in government and private sector roles, building employability and professional confidence. 

NITISHALA - Policy and System Strengthening: Strengthens youth participation in digital governance through policy dialogues, innovation hubs, and civic engagement. It bridges youth, communities, and local governments to institutionalize inclusive and sustainable digital transformation.   

Job Description 

The Compliance and Procurement Officer will oversee Compliance Management and Procurement, working closely with project team members and consortium partners. This role supports the project team in financial tracking, payment processes, and managing documentation throughout the entire project.

Qualifications 

  • Bachelor's degree in Business, Public Administration, or related field. 
  • Experience in accounting, compliance, administration, and area of procurement of goods and services. 
  • Prior experience in Donor compliance management and procurement would be a plus.

Skills and Competencies

  • Ability to maintain good working relationships with project team members and the consortium partners while retaining high levels of confidentiality and discretion.
  • Ability to work on accounting software such as FAMAS. 
  • Strong verbal, writing, and communication skills are essential. 
  • Negotiation skills. 
  • Fluency in written and spoken English and Nepali.
  • Attention to detail, ability to follow procedures, meet deadlines, track progress, and work independently and cooperatively with team members.
  • Experience with Microsoft office 365.

Roles and Responsibilities.

The Procurement and Compliance Officer will be responsible for ensuring that organizational operations, procurement processes, documentation, and legal requirements are carried out in accordance with YI-Lab policies, donor requirements, applicable laws, and regulatory requirements. The position will also serve as a focal point for procurement, Social Welfare Council (SWC) coordination, and organizational legal compliance.

1. Organizational and Donor Compliance

  • Ensure compliance with YI-Lab’s organizational policies, procedures, rules, regulations, and established guidelines.
  • Ensure that project and organizational activities comply with applicable donor requirements, agreements, and compliance standards.
  • Support project teams in understanding and meeting organizational and donor compliance requirements.

2. Documentation and Records Management

  • Maintain organized and updated procurement, compliance, legal, and administrative records.
  • Ensure documents are properly filed and available for audits, reviews, and reporting.
  • Establish and maintain an effective document control system covering the preparation, review, approval, filing, and distribution of official documents.
  • Maintain trackers for procurement, legal renewals, and compliance deadlines.

3. Social Welfare Council (SWC) Compliance and Coordination

  • Coordinate with the Social Welfare Council (SWC) for required submissions, approvals, reports, and follow-ups.
  • Maintain records of SWC correspondence and documentation.
  • Stay updated on relevant SWC requirements and communicate changes internally.

4. Procurement Management

  • Manage procurement of goods and services in line with organizational and donor policies.
  • Collect quotations, prepare comparison sheets, purchase orders, and maintain procurement records.
  • Coordinate with vendors, staff, and project teams for timely delivery of goods and services.
  • Support procurement and logistics for meetings, trainings, events, and field activities.

5. Event and Operational Logistics

  • Provide procurement and logistical support for workshops, meetings, trainings, conferences, field activities, and organizational events.
  • Coordinate venue arrangements, accommodation, transportation, catering, materials, equipment, and other logistical requirements.
  • Work closely with project teams, administration, finance, and external vendors to ensure required materials and services are available on time.
  • Ensure that event-related procurement and logistical arrangements comply with approved budgets and organizational procedures.

6. Coordination and Networking

  • Maintain close coordination with project teams, finance, administration, operations personnel, and management regarding procurement and compliance requirements.
  • Coordinate with consultants, vendors, government agencies, and other relevant stakeholders when required.
  • Facilitate effective communication between internal teams and external regulatory or service-providing organizations.
  • Follow up on compliance, procurement, and legal matters requiring action from internal or external stakeholders.

7. Organizational Legal and Regulatory Compliance

  • Support registration and renewal of organizational documents with the Company Registrar, Ward Office, Inland Revenue Department (IRD), and other relevant authorities.
  • Track renewal dates and ensure timely completion of statutory requirements.

9. Reporting and Other Responsibilities

  • Coordinate with project, finance, administration, and operations teams on procurement and compliance matters.
  • Provide regular updates to management on procurement status, compliance issues, and pending actions.
  • Perform other related duties assigned by the supervisor.
