Job Description: Community-Led Monitoring (CLM) Leader
Position: Community-Led Monitoring (CLM) Leader
Number of Positions: 14 (Two per designated district)
Duty Stations: Morang, Dhanusha, Kathmandu, Kailali, Rupandehi, Nawalparasi-East, and Surkhet.
Compensation & Benefits: In accordance with the organization’s Human Resources policy.
Contract Duration: Up to July 15, 2027, with potential for extension based on performance, funding availability, and project needs.
Position Overview
The Community-Led Monitoring (CLM) Leader will play a critical role in the district-level implementation of CLM activities for Tuberculosis (TB) services. The primary function of this position is to facilitate direct data collection from individuals and communities affected by TB, enhance community participation in health governance, and support evidence-driven advocacy to improve the quality and accessibility of TB services.
Key Roles & Responsibilities
1. Data Collection & Quality Assurance
- Administrate digital User Feedback Forms (UFF) and assist in the execution of Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to systematically gather feedback from respondents.
- Ensure the highest standards of data quality by maintaining strict protocols for timeliness, accuracy, and confidentiality throughout the data collection process.
2. Stakeholder Coordination & Advocacy
- Establish and maintain regular communication with community stakeholders and local partners to ensure the smooth execution of CLM project activities.
- Identify service delivery challenges, systemic gaps, and barriers faced by TB-affected communities.
- Support the development and implementation of actionable plans to address these challenges, leveraging coordination with Community-Based Organizations (CBOs), local authorities, and other key stakeholders to drive tangible improvements in TB services.
3. Reporting & Documentation
- Generate timely and accurate activity reports and progress notes in accordance with the CLM program work plan.
- Maintain direct and transparent reporting lines with the District Focal Person (DFP), providing regular updates on field-level progress and challenges.
Key Working Relationships
- Direct Supervisor: District Focal Person (DFP)
- Internal Collaborators: Fellow CLM Leaders and the broader project team.
- External Collaborators: TB-affected community members, local health facilities, CBOs, and district / palika level authorities.
Qualifications & Experience
Education:
- Minimum SLC/SEE qualification with at least two years of relevant experience in the community; OR
- A Grade 12 (+2) or PCL qualification with at least one year experience working with communities.
Desired Skills & Competencies
- Demonstrated understanding of the needs, vulnerabilities, and systemic issues affecting key populations and TB-affected communities.
- Proficiency in using digital data-collection platforms, along with basic computer applications.
- Strong facilitation, communication, and interpersonal skills, with the ability to engage effectively across diverse groups.
- Proven ability to work both independently and collaboratively in a fast-paced, deadline-driven environment.
- Willingness and ability to travel extensively within the assigned district to conduct fieldb activities.
- A strong commitment to respecting individuals of all gender, race, and ethnicities, and the ability to work effectively in diverse community settings.
