ToR of Civil Engineer

Title of Job: Civil Engineer 

Job Location: Manma, Kalikot Karnali Province 

Report to:Project Coordinator/Senior Program Director and WFP

Contract Period: :1 April 2019 to 31 December 2019, possibility of extension

Purpose of the Position:

Civil Engineer will be responsible for overall construction related activities/components of WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal" project in close coordination with senior program director, project coordinator and WFP. S/he will closely work with rural municipality, project staffs, HuRENDEC team, WFP team and MoFE team to bring positive synergy to increase adaptative capacity of vulnerable groups.   

Job Duties and Responsibilities: 

  • Feasibility study, design, drawing, estimate, construction supervision, quality assurance, progress measurement in line with engineering standards and norms for rural infrastructures, 
  • Introduce evolving construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  • Design the preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Take lead on the implementation of WFP Policies, standards, norms and practices related to engineering field ensuring compliance with wider WFP policies, procedures, guidelines and operations
  • Take the responsibility of procurement plan and procurement/ material tracking (MTS). 
  • Prepare generic specification/ standards for quality assurance so as to make sure that they are consistent throughout all schemes.
  • Prepare the overall health, safety & Environment (HSE) plan and ensure that site supervisor tailors it based on the project nature.

Key Skills and Qualifications:

  • First University/Bachelor degree in Civil Engineering or related Engineering discipline.
  • S/he has a minimum of four years working in the rural infrastructure development sector (government, development partners, I/NGOs, private sector etc), has conducted engineering feasibility study, design, drawing, estimate and supervision, quality assurance and quantity measurement  of rural infrastructures (roads, trails, bridges, irrigation, building, drinking water supply etc), has knowledge of engineering specializations in relation to seismic mitigation, rural infrastructure, effects of monsoons, or environmental requirements, Excellent communication in English and Nepali – both oral and written, Proficiency with Microsoft Office Suite - inclusive of MS Project, and MS PowerPoint and AutoCAD and valid driving license.

ToR of Site Supervisor/Sub Engineer

Report to:Civil Engineer and Project Coordinator 

Contract Period: :1 April 2019 to 31 December 2019, possibility of extension

Purpose of the Position:

The position has to take a lead in project site in the target areas. The main function of the position holders, not limited though, to assess the needs for the project site, designing and estimating construction plan for implementation and monitoring of the climate resilience infrastructure. S/he will also ensure that construction related activities have been implemented according established government rules, regulation and project need to bring quick result in adaptation options and food security ensuring Food or Cash assistance to vulnerable communities. 

Job Duties and Responsibilities: 

  • Design the construction works, prepare specifications/standards for quality assurance of construction works with reference to the construction site.
  • Develop the visibility, monthly progress report format, working schedule for reporting, implementation and work completion in time.
  • Breakdown and segregate of the materials and skilled/unskilled labor required for each scheme and each item of work to manage the construction site and for mobilization vulnerable community for construction for food and cash assistance to address food security.
  • Schedule the project in logical steps, budget and time required to meet deadline. Mobilize social mobilizer. 
  • Develop and implement quality control with support from program monitoring and quality assurance committee. 
  • Visits the construction site to ensure the construction activities are going as per design and estimation.
  • Attends different trainings and workshops as well as capacitate the community who help in implementation of construction.
  • Ensure the safety measure of the persons who will work during construction. 

Key Skills and Qualifications:

  • Diploma Degree in Civil Engineering, Construction, Planning or Design or another related field.
  • 3 years of relevant experience in construction in rural areas 
  • Fluent oral and written communication skills in Neplali and local language 
  • Working knowledge of English 
  • Good interpersonal skills
  • Advance use of excel, word and excellent knowledge of AutoCAD.

Purpose of the Position:

Finance Officer will be responsible in overall project finance/ budget planning, implementation, monitoring and reporting of project components of WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal" project in close coordination with program coordinator, and other project staffs. S/he will work closely with project staff.  More specifically, s/he will be responsible for following tasks.

Job Duties and Responsibilities: 

  • Prepare the cash journal and finance reports, book keeping and ledger posting
  • Collect, check, register and keep track of all order forms, incoming & outgoing invoices, travel claims, according to Nepal law and internal procedure and Make cash and bank reconciliation every month
  • Keep updated record of all financial transactions with financial software
  • Maintain cost effectiveness and keep track of budget allocation as per activities
  • Implement financial policies, procedures and directives of the organization and WFP’s rules/regulation
  • Comply with the national and donor accounting and financial policies and procedures
  • Maintain updated documentation, filing, folders and administrative data management in both hard copy and soft copy version
  • Ensure that procurement is done in a competitive and transparent manner so that value for money is achieved. 
  • Keep track of proper use, maintenance and repair of physical assets and office including vehicles, equipment, furniture, etc. as necessary
  • Act as a focal person for any audit or oversight missions related to finance. Respond to finance related audit queries and make sure all the required documents are submitted to the auditors in a timely manner.

Key Skills and Qualifications:

  • Bachelor’s Degree in commerce or related subject

Purpose of the Position:

The Enterprise Development officer will be responsible to implement entrepreneurship promotion activities and components of WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal"project. Working in close collaboration with the project team, major duties of the E.D. Officer include training entrepreneurs, provide technical support, providing assistance for the promotion of local enterprises related value chain activities, providing technical guidance to the entrepreneur team, data management, report writing, communication, coordination and networking with government and other relevant stakeholders.

Job Duties and Responsibilities: 

  • Support PC and other project staff to create the enabling environment at project site for effective delivery of the entrepreneurship promotion activities. 
  • Provide full support and assistance to PC to develop detail implementation plan (DIP) of enterprise development and lead the implementation of enterprise activities.
  • Assist PC, and relevant project staff in integrating entrepreneurship components at the assigned municipality planning mechanism.
  • Prepare training plan and schedule as per field plan related to enterprise, livelihood, food security and livelihood, like vegetable production, farmers group/cooperative capacity building, for value chain and market
  • Conduct Start and Improve your business (SIYB), Training for potential entrepreneurs (TOPE) and Training of specific Entrepreneurs (TOSE) as per the requirement of communities’ demand;
  • Coordinate with the local government line agencies, private sector, local NGO/CBOs and other stakeholders for effective delivery of the enterprise component, creating synergy and leveraging of fund. 
  • Support project coordinator, gather and analyze information/data and to prepare outcome Monitoring Summary (OMS) reports in-line with log-frame at Palika level about challenges, progress and learning of project outcomes/outputs in specified time periods (e.g. bimonthly, quarterly, half yearly and yearly basis).
  • Be responsible to meet the targets indicators in the assigned project site related with enterprise components.
  • Perform duties as assigned by project Coordinator, 

Key Skills and Qualifications:

The position requires a result oriented, motivated and talented professional who demonstrates integrity, leadership quality, managerial competence, and ability to work with multi- disciplinary teams. More specifically, the position requires the following competencies:

  • Bachelor degree in related subject and discipline with at least 3 year of experience on related field
  • CTEVT vocational training/enterprise development training will be highly preferable. 
  • Updated knowledge of key issues in rural development, climate change and agriculture.
  • Prior experience of working in the enterprise promotion will be an added advantage
  • Experience in usage of computers and office software packages (MS Word, Excel, power point etc.) 
  • A clear understanding of contemporary development issues particularly on entrepreneurship and marketing.
  • Fluent networking and coordination skills

Good interpersonal skills

Experience of writing reports, good understanding of development sector of Nepal. Advance use of excel, word, power point and data analysis. Demonstrate flexibility and open mindedness. Purpose of the Position:

The Forest Officer has to undertake overall responsibilityto facilitate, carry out and supervise forestry and natural resource management related works under WFP funded "Adapting to Climate Induced Threats to Food Production and Food Security in the Karnali region of Nepal"project. S/he will work directly under the guidance and close supervision of the Project Coordinator and Senior Program Director

Job Duties and Responsibilities: 

  • Under the overall supervision of Project Coordinator, s/he will assist in the conceptualization, development, facilitation and operation of the projects and programme in the areas of forestry, natural resource management and soil conservation.
  • Support in developing and maintaining relations with the government ministries, donors, and civil society including other stakeholders involved in the area of forestry, livelihood and rural development:
  • Carry out project activities, facilitate to enrich forest and forest soil health to improve adaptative capacity of the community and monitor the forestry related activities 
  • Support in the collection, consolidation and maintenance of data on forestry and soil conservation as well as project/ programme related information and data;
  • As assigned participate in the meetings and workshop and represent the project in palika level for smooth operation of the project component. 
  • Facilitate community user groups for sustainable management of forestry and utilization of forest resources in sustainable manner. 
  • Perform any other duties as assigned.

Key Skills and Qualifications:

  • Bachelor degree in Forestry with at least 3 year of experience in relevant subject matter;
