Position: Chief of Party (COP)

Location: Province 2, Nepal

Supervisor: JHU Senior Staff

The Johns Hopkins Center for Communication Programs (CCP) specializes in developing and implementing social and behavior change (SBC) programs that improve outcomes around the world. As a recipient of a 27-month (Feb 2020 – April 2022) United States Agency for International Development (USAID) award in Nepal, CCP is seeking a full-time Chief of Party to be based in Province 2.

Breakthrough ACTION is a five-year cooperative agreement funded by USAID to lead its social and behavior change (SBC) programming around the world. Primed by CCP, Breakthrough ACTION partners include Save the Children, ideas42, ThinkAction, Camber Collective, the International Center for Research on Women (ICRW), Viamo and the Communication Initiative. The vision of the project is to ignite collective action using next generation behavior change approaches to empower households and communities to become healthier and more prosperous.

The overall project objective for Breakthrough ACTION’s Nepal Reducing Child Early Forced Marriage (Nepal R-CEFM) Project is to strengthen the institutional and technical capacity of the Government of Nepal (GON) in Province 2 at the province and municipal levels to design, implement, monitor, evaluate, and coordinate effective social and behavior change (SBC) activities and to strengthen child protection systems for reducing CEFM through a community-based, multi-sectoral, data-driven lens.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

  • Provide strategic leadership and vision to Breakthrough ACTION R-CEFM staff and program partners.
  • Work with GON at all levels as well as with other partners in Province 2, to strengthen the SBC and Child Protection systems at the province and  municipal levels and below in order to contribute towards reducing child early forced, marriage. This will involve capacity strengthening and testing ‘proof of concept’ in SBC and Child Protection in a number of areas in Province 2, and monitoring the progress to garner lessons learned for the system.
  • Identify synergies, inconsistencies and opportunities across local strategies and plans from the Province 2 government, implementing partners and NGOs.
  • Identify and leverage synergies across strategies and plans of other development domains (e.g. education) that support initiatives to reduce CEFM.
  • Liaise with Ministry of Women, Children and Senior Citizens and Provincial Ministry of Social Development, as needed.
  • Coordinate with other donors, the GON, and the private sector, as needed.
  • Provide administrative, programmatic, and managerial oversight to all aspects of the program. Coordinate effective implementation of program activities, including development of work plans and facilitate timely implementation of activities in close partnership with CCP's partner Save the Children.
  • Develop annual program implementation plans; track and monitor budget expenditures; manage and supervise local staff including coordination with non-Breakthrough ACTION program partners.
  • Recruit and supervise staff to meet evolving program demands.
  • Provide technical assistance, mentoring and skills building to local staff and key local counterparts.
  • Make programmatic decisions and trouble-shoot implementation challenges, identifying and mobilizing resources from partners and other sources to resolve these issues.
  • Manage program data quality compliance, including supervising the development of data tracking systems and monitoring records to ensure program meets USAID audit standards
  • Approve local financial transactions and manage/authorize expenditures from local bank accounts; supervise and approve all aspects of project procurement and logistics; subgrant development, including compliance with programmatic objectives and CCP/USAID financial and administrative regulations.
  • Liaise with USAID Nepal Education, Social Inclusion, Health, Monitoring and other CEFM relevant sectors.
  • Submit timely program reports to USAID and CCP/Headquarters on a quarterly basis.
  • Disseminate program success stories and information sharing.

QUALIFICATION/WORK EXPERIENCE/COMPETENCIES

Education and/or Experience

  • Master’s degree in public health, communication or related field required.
  • Deep understanding and experience in developing and implementing SBC programs required with the ability to apply understanding and experience for reducing CEFM or improving gender.
  • Minimum ten years related experience in child marriage, child protection, girl’s education, Adolescent Sexual and Reproductive Health (ASRH) or related experience required.
  • Experience with using SBC models and approaches, capacity strengthening for SBC, strategic program development, implementation, monitoring and evaluation, human centered design, advocacy, participatory social mobilization, media or materials production required.
  • Experience in multi-stakeholder facilitation and collaboration, including government and donors, and in particular ability to navigate, collaborate with, and leverage systems within the public, NGO and private sectors.
  • Experience engaging and/or working with the GON and its partners is essential.
  • Previous experience working in Province 2 is essential.
  • Strong interpersonal skills.
  • Ability to exercise independent judgment.
  • Excellent oral and written communication skills, able to communicate and conduct meetings and presentations in both English and Nepali.
  • Demonstrated ability to exercise confidentiality, professionalism, and diplomacy.
  • Ability to ensure adherence to applicable donor rules and regulations and local in-country laws.

Language Skills

  • Excellent written and oral communication skills in English and Nepali.
  • Ability to speak a local language of Province 2 preferred.
  • Ability to effectively present information to government officials, funding organization, public groups and with community members.

Computer Skills            

  • MS Word, Excel, MS PowerPoint, other standard software.
