CALL FOR EXPRESSION OF INTEREST (EOI)

Selection of Implementing Partner for Outcome 2: Life Skills, Leadership and Civic Engagement for Young Girls and Women

The SheLeads Skills and Empowerment Project works to reduce the barriers young girls and women face in accessing skills development, wage employment, and entrepreneurship opportunities in Lahan, Karjanha, and Ganeshmancharnath Municipalities, Madhesh Province. The project is funded by Ursula Zindel Hilti Foundation and implemented by Helvetas Nepal. The project timeline is from September 2024 to August 2028.

SheLeads/Helvetas Nepal invites Expressions of Interest (EOI) from eligible, experienced, and legally registered Non-Governmental Organizations (NGOs) working in Madhesh Province to be considered as the implementing partner for Outcome 2 of the project.

1. Eligibility: NGOs legally registered and working in Madhesh Province, with at least 10 years of general experience working with youth and at least 3 years of specific experience with young girls and women in life skills, GEDSI, civic engagement, or empowerment programming. Also, including the eligibility criteria mentioned in the EOI document. 
2. Submission: The EOI shall be submitted by a sole organization; joint ventures are not permitted. It must be submitted in a sealed envelope, clearly marked with the EOI title and reference number.
3. Evaluation: EOI applications will be assessed on Technical Experience (40%), Key Personnel (30%), and Organizational Capacity (30%), with a minimum passing score of 60%. Only shortlisted applicants will be invited to submit technical and financial proposals through a Request for Proposal (RFP).
4. Key Dates: Publication Date: 10th July 2026  |  Clarification Deadline: 17th July 2026  |  EOI Submission Deadline: 23rd July 2026, before 4:00 PM.
