Call for establishing Smart Siren at Dodhara Chandani and Beldadi Rural Municipality
National Environment & Equity Development Society (NEEDS) Nepal is a Kanchanpur-based NGO established in 1999, is actively working to strengthen community resilience to natural disasters in partnership with Oxfam under the “Strengthening Community Preparedness, Rapid Response and Recovery in Nepal” project. The initiative focuses on improving disaster mitigation and preparedness by enhancing Early Warning Systems (EWS), strengthening local response mechanisms, and building the capacity of both communities and local governments.
The project area, covering Dodhara Chandani and Beldadi, is highly vulnerable to flooding from major rivers such as the Mahakali, Jogbuda, and Chaudhar. Although the Department of Hydrology and Meteorology (DHM) operates flood monitoring stations that provide real-time data, many community members cannot access or interpret this information due to limited internet connectivity and low digital literacy. This creates a critical gap in timely disaster response.
Flooding is particularly severe in Dodhara Chandani, where the confluence of the Mahakali and Jogbuda rivers causes water to back up, leading to significant inundation. Similarly, the Chaudhar River frequently affects parts of Bheemdatt Municipality and Beldadi Rural Municipality. To address these challenges, NEEDS Nepal proposes the installation of a community-based “Smart Siren” flood early warning system, ensuring timely and accessible alerts to help protect lives, livelihoods, and livestock.
