Call for Consultancy Services for Environmental and Social Assessment (ESA)
The Dutch Fund for Climate and Development (DFCD), managed by a consortium comprising Climate Fund Managers (CFM), WWF-Netherlands, and SNV Netherlands Development Organization, and led by FMO, supports climate-resilient and inclusive private sector investments. Under DFCD’s Origination Facility, technical assistance is being provided to strengthen investment readiness and environmental and social safeguards compliance.
Muktinath Krishi Company Ltd. (MKCL), a leading public agricultural company in Nepal serving over 300,000 farmers, is partnering with DFCD to strengthen climate-resilient food systems and inclusive value chains. As part of this support, qualified consultants or consulting firms are invited to submit proposals for conducting an Environmental and Social Assessment (ESA).
Objective of the Assignment
The assignment aims to conduct a rapid Environmental and Social (E&S) safeguards assessment of MKCL and its integrated agricultural value chain in line with IFC Performance Standards, identify key risks and opportunities, and support the development of a robust Environmental and Social Management System (ESMS) and Environmental and Social Action Plan (ESAP).
Scope of Work (Summary)
The selected consultant/team will be responsible for:
- Desk-based review of MKCL’s business model, policies, and applicable national regulations
- Conducting an E&S safeguards assessment aligned with IFC Performance Standards
- Identification and analysis of environmental and social risks and impacts
- Stakeholder mapping and consultations
- Preparation of ESAP and strengthening of internal and external Grievance Redress Mechanisms (GRM)
- Development of a scalable and fit-for-purpose ESMS, including policies, SOPs, monitoring tools, and reporting systems
- Support in preparing training materials and delivering ESMS/ESAP capacity-building sessions to MKCL staff
Key Deliverables
- Inception Report
- Draft and Final ESA Report, ESAP, ESMS, and GRM
- ESMS and ESAP training materials and delivery of training sessions
Duration
- Estimated Level of Effort: 60–90 days
- Location: Nepal (field visits required)
Required Qualifications and Experience
- Advanced degree (MSc or higher) in agriculture, environmental science, social science, anthropology, or related fields
- Minimum 7 years of relevant experience in environmental and social safeguards for agriculture or rural development projects
- Demonstrated experience with IFC Performance Standards and ESG/ESMS for private sector agribusinesses
- Strong analytical, reporting, and facilitation skills
- Fluency in English and Nepali; ability to work in Nepal
