DCA is implementing its five-year strategy (2022 to 2026), during which it expects to implement initiatives focusing on three thematic areas: (1) Fight Extreme Inequality; (2) Build Resilient Communities; and (3) Save Lives (Humanitarian Response and DRR). All our interventions in Nepal will be implemented under the umbrella of Climate Action, and Gender Equality will remain to be our cross-cutting commitments.

Consultancy for Brief Study on the “Status of Local Government on Gender Responsive Budgeting Practice”

DCA is a Danish International Humanitarian and Development organization working in Nepal as a faith-based, non-missionary organization. DCA works for the poor, vulnerable and socially excluded communities and believes in life before death. Its work with development and relief aid strives to help the oppressed, neglected and marginalized groups to strengthen their possibilities to a life in dignity. DCA is also comprised of the volunteers, supporters, and staff working hard to save lives and fight injustice. Our vision is a world without hunger, poverty and oppression, in which popular and political powers constantly work strongly and actively for a just and sustainable distribution and use of the earth’s resources. In Nepal, DCA’s work focuses on active citizenship for accountable governance, resilient livelihood and sustainable food security and humanitarian response and disaster risk reduction.

This Terms of Reference (ToR) is developed to conduct a short study on governance spending on Gender Responsive budgeting. As per the Local Self Governance Act. 2055 and its regulation 2056 clearly mandated each local government to prepare Gender Responsive Budget benefiting maximum to the women and marginalized people. Our effort through DANIDA Framework and back donor project is to ensure people’s access to public service and resources but this is possible only if the government will follow the policy and provision. Hence, to get the status of the local government on gender responsive budget planning and its implementation this study is designed.
