Local Initiatives for Biodiversity, Research and Development (LI-BIRD) is a non-profit, non-governmental organization established in October 1995 with its Head Office in Pokhara and Programme Coordination Office in Lalitpur. LI-BIRD is committed to capitalizing on local resources, innovations and institutions for the sustainable management of natural resources and building resilience to climate change for improving the livelihoods of target beneficiaries that includes smallholder farmers particularly women in Nepal.

LI-BIRD is implementing a project entitled ‘Promoting Resilient Agroecological Systems (PRAS)” funded by the Foreign, Commonwealth and Development Office (FCDO) of the government of United Kingdom in Western Nepal and the Hindu Kush Himalaya is a project funded by Climate Action for a Resilient Asia (CARA), a UK Government initiative, supporting climate adaptation and resilience across Indo-Pacific under the flexible fund through the International Centre for Integrated Mountain Development (ICIMOD). The project aims to support the Resilient High Value Agricultural Programme (R-HVAP) funded by IFAD and being implemented by the Ministry of Agriculture and Livestock Development (MoALD) for its start-up and delivery through delineating Agroecological clusters and value chains, developing agroecology curricula, enhancing capacity of extension workers, and preparing frameworks for Palika Agroecological Plans (PAPs).

Under the PRAS project, LI-BIRD has planned to conduct a detailed agroecological cluster delineation across R-HVAP Project areas. Thus, LI-BIRD invites all the eligible firms to submit the sealed proposals for undertaking the assignment. Please use the form/template provided in the EoI document while preparing your proposal. The deadline for submission of proposals is 3 November 2025 (Monday) at 5:00 PM. Please note that the LI-BIRD Office will remain closed for TIHAR holidays from 18 October to 26 October 2025. Interested applicants may submit any queries related to the EoI and ToR via email to procurement@libird.org Queries received during the holiday period will be addressed after the office reopens. All proposals must be prepared and submitted in the English language. Proposals received after the deadline shall not be accepted or considered for further evaluation.

A proposal that does not meet the requirements will be discarded. Proposals that meet the requirements and offer the best value for money will be considered for the further evaluation process. LI-BIRD reserves the right to accept or reject any or all the bids without assigning any reason whatsoever. All the costs associated with preparing and submitting the letter of interest and proposal shall be borne solely by the companies.
