The RAIN project, funded by the Foreign, Commonwealth and Development Office (FCDO) and led by People in Need (PIN) and Co Led by Dan Church Aid (DCA), with implementation support from local partners: LI-BIRD, Community Self-Reliance Centre (CSRC), and Prerana aims to strengthen disaster and climate resilience in Nepal’s most hazard-prone regions. A key focus is the development and deployment of inclusive, disaster resilient safe shelters including floods, heat waves, cold waves, landslides, earthquakes, droughts, and fire. RAIN project will contribute to the overarching early action and climate resilience aims of British Embassy Kathmandu’s Resilience, Adaptation and Inclusion in Nepal (RAIN) programme. The project aims to bring significant value and sustainable scale up to RAIN programme especially in reaching the most vulnerable and marginalised communities at risk of multi hazards in Madhesh and Lumbini provinces by using evidence-based approaches to tailor implementation for building resilience in a systemic way, centered around localization, inclusion and leveraging fiscal resources to contribute to climate resilience across differing contexts in the targeted provinces. RAIN’s two intermediate outcomes will focus on 1) enhancing community resilience, 2) strengthening governmental systems in early warning (EW), early action (EA) and adaptation. RAIN supports the attainment of National Disaster Risk Reduction and Management Authority (NDRRMA)’s strategic goals to strengthen Early Action, develop multi-hazard EWS and catalyse research and innovation to develop EA plans as per National Disaster Risk Financing Strategy (2020), DRR Policy (2018) and National Strategic Plan for Action (2018-2030).

Local Initiatives for Biodiversity, Research and Development (LI-BIRD) invites Expressions of Interest (EOI) from qualified, experienced, and legally registered contractors for the construction of five multi-hazard disaster-resilient safe shelters in the targeted Core Palikas of Madhesh Province (Siraha Municipality, Kamala Municipality, Rajdevi Municipality, and Balwa Municipality) and Lumbini Province (Yasodhara Rural Municipality). These shelters will be reinforced concrete (RCC) two-story structures designed for multi-purpose use, with a plinth area ranging from 2,100 to 2,700 square feet. Each shelter will feature an elevated design, ensure universal accessibility, include essential WASH facilities, and have the capacity to accommodate approximately 200–250 people during emergencies.
