Forum for Rural Welfare and Agricultural Reform for Development (FORWARD Nepal) is a nationally recognized non-governmental organization working to enhance sustainable livelihoods, promote inclusive rural development, and strengthen climate-resilient and agriculture-based economies in Nepal. Admin and Finance Officer - One (Only Female)

Location: Chitwan

Brief job descriptions 

The Admin and Finance Officer (AFO) will be responsible for the overall administration and financial management of FORWARD Nepal and its projects, and will be accountable for ensuring transparency, accountability, and an efficient administrative and financial management system in line with organisational policies, donor requirements, and prevailing laws and regulations of Nepal. The AFO will oversee budgeting, financial planning, accounting, cash and bank management, procurement, assets and inventory, payroll, taxation, and statutory compliances, and ensure timely and accurate financial reporting to management, donors, and governing bodies. The role also supports human resource functions, ensuring legal and regulatory compliance, particularly with the Social Welfare Council (SWC), District Administration Office (DAO), and local governments, including registration renewals, agreement management, and timely submission of required reports and documents. In addition, the AFO will support organisational management by strengthening internal control systems, facilitating internal and external audits, and ensuring timely implementation of audit recommendations. S/he will provide clear guidance and capacity support to project teams on financial management, donor compliance, and administrative procedures, and will contribute to institutional strengthening of FORWARD Nepal through effective coordination, documentation, and adherence to organisational manuals, board decisions, and partnership agreements.

Educational qualification and Experience

  • Bachelor’s degree in Finance, Accounting, Business Studies, Management, or an equivalent discipline, with at least 5 years of relevant work experience in the development/NGO sector or Preferred Master’s degree in similar discipline with 3 years of experience in a similar role within the development sector.
  • Proven experience in administration and financial management of donor-funded projects.

Professional Experiences

  • Demonstrated experience in establishing, implementing and strengthening organisational administration and finance systems, financial policies, procedures, internal controls and compliance mechanisms
  • Proven experience in overall organizational financial management, including budgeting, financial planning, accounting, cash and bank management, payroll, taxation, statutory reporting and financial analysis.
  • Experience in office administration and management, staff management, logistics, procurement, inventory control, asset management and documentation systems.
  • Strong experience in human resource administration, staff recruitment processes, personnel file management, contracts, attendance and leave management, payroll coordination, performance appraisal support and staff compliance with HR policies
  • Hands-on experience in supporting the development, review and implementation of organisational policies and manuals such as financial, administrative, HR, procurement, and safeguarding policies
  • Experience in managing and ensuring compliance with labour laws, social security fund (SSF), income tax, VAT/TDS and other statutory requirements applicable in Nepal
  • Proven track record in donor compliance and project administration, including alignment of organisational systems with donor rules and partnership agreements
  • Experience in coordinating and facilitating internal and external audits, organisational assessments and due diligence processes and ensuring timely follow-up of audit findings
  • Ability to provide technical guidance, coaching and oversight to project and field teams on administrative, financial and HR procedures.
  • Strong coordination experience with management, Board, donors, government offices, banks, auditors and other stakeholders to ensure smooth organisational operations and compliance

Skills and Competencies

  • Strong knowledge of financial policies, internal control systems, and risk management
  • Proficiency in computerised accounting software and MS packages. 
  • Ability to provide technical guidance and capacity support to project and field teams on financial and administrative procedures
  • Strong analytical, organisational, and problem-solving skills
  • Excellent communication, coordination, and reporting skills
  • High level of integrity, accountability, and attention to detail

Salary and Benefits
