Nepal Health Economics Association (NHEA)

The Nepal Health Economics Association (NHEA) is a leading non-governmental, non-profit professional organization established in 1998, committed to advancing the field of health economics and supporting evidence-based health policy in Nepal. We are excited to invite applications from qualified and motivated professionals to join our team for several ongoing and upcoming projects. Our work focuses on health economics, financing, policy, and health systems, often in collaboration with the Ministry of Health and Population (MoHP), academic institutions, and international technical partners. Positions are available on a part-time or full-time basis, with flexibility to be discussed during the recruitment process. 

NHEA in collaboration with the Bergen Centre for Ethics and Priority Setting in Health (BCEPS), Department of Global Public Health and Primary Care (IGS), University of Bergen (UiB) has been implementing a number of health systems projects around priority setting in health and FairChoices as a global priority setting tool and calls for applications for following positions. BCEPS is a Research Council of Norway Centre of Excellence at UiB. BCEPS focuses on promoting ethically acceptable, fair, and efficient priority setting in national health systems.

A. Backend Developer – 1

Background

In collaboration with Disease Control Priorities (DCP) working group and global partners, BCEPS develops models and tools that translate epidemiologic and health economic evidence into accessible visualizations of health impact, equity, cost effectiveness, and financial risk protection through FairChoices DCP Analytics tool.

The FairChoices DCP Analytics Tool supports national priority-setting processes by helping country experts revise Health Benefit Packages (HBP) and advance universal health coverage. More information: www.fairchoices.org

Funded by Norad, in addition to the Nepal country project on priority setting in health, NHEA collaborates with BCEPS at the University of Bergen, Norway, to further advance the FairChoices tool to improve its user interface, applicability and utility in low and low-middle income countries across the globe and calls for applications for following positions. 

1. Overarching Role

As a Backend Developer, you will work within the core technical and development team of the FairChoices project at BCEPS/UiB. You will design, build, and maintain backend systems that support country-level priority-setting workflows, collaborating closely with product, engineering, and research teams to deliver reliable, scalable, and high-quality features.

2. Key Responsibilities

  • Develop, maintain, and optimize backend services supporting the FairChoices platform.
  • Build and maintain RESTful APIs and backend logic using Django and Python.
  • Design, optimize, and manage databases and queries (PostgreSQL preferred).
  • Collaborate with product managers, engineers, and researchers during priority-setting exercises, iteratively updating features and results based on feedback.
  • Ensure system performance, reliability, and security through profiling, optimization, and monitoring.
  • Support integration with analytical components (including R-based services, where applicable).
  • Contribute to related BCEPS projects as the technical portfolio grows.

3. Qualifications

a. Bachelor’s or master’s degree (or equivalent) in Computer Science, Information Technology, Software Engineering, or related field.

b. 2–3 years of professional experience in backend development.

c. Strong ability to work independently in a structured manner and collaborate effectively within a multidisciplinary team.

d. Fluency in written and spoken English.

e.Technical (strongly preferred):

  • Backend development:
    • Strong experience with Django.
    • Solid Python skills and experience with database design and optimization (PostgreSQL preferred).
  • Web technologies:
    • Object-oriented programming principles.
    • Experience designing and maintaining REST APIs.
  • Performance and reliability:
    • Familiarity with web performance optimization techniques (profiling, caching, async tasks, query optimization).
    • Experience with server maintenance, monitoring, and security best practices.
  • Development practices:
    • Experience with testing frameworks and tools (e.g., pytest; API/contract testing).
    • Git-based version control workflows.
    • CI/CD pipelines.
    • DevOps fundamentals, including containerization, deployment, monitoring, and logging.
  • Additional skills (nice to have):
    • Exposure to R programming.
    • Experience working with health systems, public health data, or health economics.

B. Data Analyst - 1

As a Data Analyst, you will work within the core technical and research team, supporting the analysis, modelling, and processing of health data to inform country-level priority-setting. You will collaborate closely with researchers, engineers, and country teams to ensure high-quality, timely, and reproducible analyses.

2. Key Responsibilities

  • Conduct statistical analyses and data processing using R.
  • Develop and maintain data pipelines, including database queries (SQL/PostgreSQL).
  • Build reproducible workflows and models for health impact, equity, cost effectiveness and financial risk assessments.
  • Collaborate with engineers and product teams to integrate analyses into the FairChoices platform (Plumber APIs, dashboards, Input tool).
  • Support country teams in interpreting results and updating health benefit package scenarios.
  • Contribute to related BCEPS projects as needed.

3. Qualifications

a. Master’s degree in Statistics, Biostatistics, Data Science, Public Health, Economics or related field.

b. Strong R programming skills and experience with statistical modeling.

c. Ability to work independently and collaborate effectively in a team.

d. Fluency in written and spoken English.

e. Technical (strongly preferred):

  • Additional skills (nice to have):
    • Exposure to R programming.
    • Experience working with health systems, public health data, or health economics.
