Senior Program Officer, Mahakali River Inclusive CBDRR Project 

Job purpose

In partnership with American Red Cross (ARC) and with support from the Anne Ray Charitable Trust (ARCT), Nepal Red Cross Society (NRCS) is implementing Mahakali River Inclusive Community Based Disaster Risk Reduction (CBDRR) Project from July 1, 2017 through June 30, 2019. The goal of the project is to strengthen the capacity of vulnerable communities living in the lower portions of the Mahakali River basin, particularly marginalized groups and persons with disabilities (PWD), to better manage and respond to risks posed by natural hazards. 

The Mahakali River Project will focus on multiple hazards identified in the communities (floods, landslides, earthquakes, fires and cold waves) by strengthening inclusive disaster preparedness and response readiness capacities of Nepal Red Cross Society (NRCS) and communities, as well as improving school disaster safety. The project will be implemented in high flood risk areas within the districts of Kanchanpur and Dadeldhura. 

In order to support and guide implementation of the program, the American Red Cross (ARC) is seeking an experienced Senior Program Officer to work closely with the NRCS to provide technical and management oversight and develop and carry out the implementation of high-quality programming. In addition, the Senior Program Officer will facilitate learning, sharing, and use of good practices throughout the program. 

The Senior Program Officer will be based in Kathmandu, Nepal with approx. 50% of time spent in new project implementation sites in Kanchanpur and Dadeldhura. The position will report directly to the Program Coordinator of ARC Nepal and maintain an integrated, collaborative relationship with M&E, admin and finance teams. 

 Job duties and responsibilities

 The scope of work shall comprise but not necessarily be limited to the following:

  • Design and develop program approaches and strategies for the program in consultation with NRCS
  • Develop implementation plan which includes periodic plan (monthly, quarterly and annually) in consultation with NRCS
  • Actively engage in program implementation (stakeholder workshops, vulnerability and capacity assessments, development of local disaster risk management plans, trainings, simulations, enhancing NRCS district chapter capacity in inclusive DRR)
  • Support NRCS program team to achieve the program goal
  • Develop reporting and monitoring tools required for each level together with M&E team.
  • Ensure reports are prepared in standard format and on time
  • Prepare budget forecast and provide the finance overview to Program Coordinator and Country Representative; use financial information to inform project planning
  • Coordinate and communicate with NRCS, key line agencies on programmatic issues regularly
  • Ensure that program activities operate within the policies and procedures of the organization and comply with all relevant legislative and professional standards
  • Work closely and collaboratively with the Host National Society, the Nepal Red Cross Society (NRCS) to coordinate with and support NRCS’s implementation of programs
  • Ensure impact-oriented, sustainable project results within project scope, budget, and timeframe by performing regular program reviews, organizing value-added trainings, monitoring budgets, and reporting.
