Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Project Coordinator- Fair Trade Project

Contract Duration – Fixed term contract until September 2018 based in Kathmandu

Level – D1

OXFAM PURPOSE: To work with others to overcome poverty, and suffering

TEAM PURPOSE: To work directly with Oxfam’s beneficiaries and partners to overcome poverty and suffering; and to advocate and campaign for policy and practice change to help achieve Oxfam International Change goals 

JOB PURPOSE:  The Project Coordinator will work under direct supervision of Team Leader (Economic Empowerment and Private Sector Development) in close collaboration with the EFSVL and Field based team of EQ Response Project. S/he will take overall responsibilities of project management including planning, budgeting, implementation and reporting of the project activities in Gorakha, Dhading, Nuwakot, Sindhupalchok, Kathmandu, Lalitpur and Bhaktapur District.

REPORTING LINES:

Post holder reports to: Team Leader- Economic Empowerment & Private Sector Development

Staff reporting to this post: Project Officer – Fair Trade Project

BUDGET RESPONSIBILITY:  None

DIMENSIONS

  • Provide technical support as part of a wider role representing Oxfam as a business development partner to supported enterprises.
  • Analyse the financial information (e.g. income statements, financial projections)
  • Management of projects that are part of larger global initiatives, supporting the design, implementation, supervision of partners with problem solving skills and monitoring and evaluation.  
  • Sound judgement within agreed processes using a good understanding of the operating environment, project team and partners
  • Negotiation, networking, coordination and representation skills with key local actors; represent Oxfam in events with stakeholders, mainly at country level. 
  • Communication largely with staff of partners and target communities; with mainly written communication to donors.  
  • Production, assimilation and analysis of programme information to inform strategy. 
  • Collaboration with other staff in the design and implementation of influencing activities

KEY RESPONSIBILITIES:

  • Provide technical assistance to the project and partner team to develop market strategies, business plan and its implementation in the programme districts 
  • Conduct training need assessment of the project and partner team and organize training programme including other capacity building activities for them.
  • Support the project and partner team in developing annual plan and budget and monitoring plan.
  • Take lead in PGA preparation and timely grant release to the partner.
  • Coordinate and develop linkages with the EFSVL and district based EQ Response team, private sectors, financial institutions and government agencies for smooth operation of the project activities.
  • Conduct regular field visit for programme monitoring and quality assurance.
  • Mainstream Gender and Social Inclusion issues in the project activities for ensuring women and other socially excluded people’s participation in the project.
  • Prepare periodic progress report and submit to the PM through Team Leader.
  • Prepare case studies, process and learning documentations and reports of the projects.
  • Develop effective monitoring plan and tools and ensure its effective implementation by project and partner team.
  • Contribute significantly in conducting research works related to the project such as baseline survey, mid-term review and final evaluation.
  • Coordinate with MAC team to implement the advocacy and campaign works.
  • Support to design economic empowerment, remittance and migration and private sector related projects

QUALIFICATION, SKILLS AND COMPETENCE

Education Qualification:

  • Master in Management or Business or Development Studies.

Required Skills and Competencies

  • At least 3 years practical experiences on Economic Development, Private Sector Development or value chain development sector with sound understanding of government policies around private sector development, cooperative development ,local employment generation and remittance and migration
  • Good project and people management skills 
  • Strong documentation, data management and analysis skill
  • Excellent coordination and leadership skills
  • Good communication  skills in both English and Nepali
  • Experienced in developing M&E system
  • Excellent skills in computer applications (at least MS Excel, MS Word and PS PowerPoint) and Email/Internet
  • Finance management and office operation skills

Program Officer- Fair Trade Project

QUALIFICATION, SKILLS AND COMPETENCE

Education Qualification:

  • Bachelors in Management or Business Studies with at least one year experience in related areas.

Required Skills and Competencies

  • Working  experience in business and private sector development including  cooperative development, micro-finance and local employment generation 
  • Working experience in developing Business plan and marketing strategies of cooperative sectors
  • Sound understanding on government policies on cooperative and micro-finance sectors
  • Good communication and reporting skills in written and spoken English and Nepali
  • Working experience of finance management and account keeping. 

PHE (Public Health Engineer) Officer

Contract Duration – Fixed term contract until March 2017 based in Sindhupalchowk

Level – D2 

Job Purpose: In line with Oxfam’s strategic plans and policy guidelines to work under the leadership of Public Health Engineer-Team Leader for planning, implementing and monitoring of objectives / issues agreed in team and with Oxfam partners.  Participate in and contribute to the development of wider institutional strategy at national level.

The Role:

  • To carry out the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • To select, design and implement the most appropriate form of sanitation system, in consultation with the beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage. 
  • To liase closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes
  • To assess emergency needs, as requested, especially taking in the broader perspective of Public Health. 
  • The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations
  • To report regularly, verbally and in writing to the Programme Manager or Public Health Engineering Team Leader and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
  • To order equipment from Oxfam’s Purchasing Department as required. 
  • To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). 
  • Line manages assistant post and ensures their objectives are set. Provide guidance and support to the staff to ensure task and responsibilities are delivered.

Requirements:

  • A suitable qualification in any discipline relating to Public Health Engineering is the necessary educational background - Preferably, bachelor’s Degree in Civil Engineering. Experience could substitute for a formal qualification, but not vice versa.
  • Most importantly, practical experience in developing countries in appropriate water supplies, sanitation and hygiene promotion. It is desirable that some of this should have been in emergency relief programmes. The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people. 
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English is essential. 
  • Sympathy with the aims and objectives of Oxfam.
