WHH is operational in Nepal since 2012, and is currently managing different project in nine districts under three program thematic areas (sectors): food and nutrition security; right to food and empowerment; and EQ rehabilitation and disaster risk reduction. Our overall goal is to work hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure right to adequate food and nutrition.
Location: Based at WHH NPL Country Office in Lalitpur with frequent travel to field locations
Job purpose:
The MEAL Officer is responsible for the correct and timely implementation of the results-based Planning, Monitoring, Evaluation and Learning (PMEL) Framework, as well as to ensure mainstreaming of Accountability in the country programme.
Responsible to: Programme Coordinator (PC)
Main Responsibilities:
- Support the roll-out of the Planning, Monitoring, Evaluation and Learning Framework (PMEL) Framework in the field and on country office level
- Facilitate streamlining the PMEL FW as per requirements from the programme staff and partners
- Ensure that WHH PMEL standards are adhered to along the project cycle phases
- Execute monthly monitoring work plans, including regular field visits.
- Ensure proper periodic timely reporting and data collection
- Support the programme team and the communications focal point in the compilation / production of printed publications including liaising with translators, designers and printers
- Set up and regularly update disaggregated data base ()
- Ensure Core Humanitarian Standards (CHS) are adhered to and complaint and feedback mechanism is in place in each project
- Support external evaluations and audit missions
- Focal point for the ICT based monitoring tool Akvo Flow
- Supporting the country programme team in programme development
- Supporting baseline/feasibility studies in the project areas and/or be responsible for outsourcing
- Document lessons learned and best practices and contribute to the dissemination with partners and other stakeholders, and across the organization.
- Any other duties assigned by the Programme Coordinator and / or the Country Director.
Experience :
- Minimum 3 - 5 years professional experience in a similar position
- Expertise in results-based monitoring & evaluation, incl. excellent reporting and writing skills
- Experience with CHS and accountability framework
- Experience in working with international donor agencies or INGOs an asset.
Education:
- Master’s Degree in a relevant subject, preferable development studies, rural development, sociology, etc.
Languages: Excellent command of spoken and written English
Computer skills:
- Excellent knowledge of MS Office (Word, Excel and Power point) and Publisher software
- Familiarity to work with website & intranet applications incl. social media
Personal Skills:
- Creative, flexible and pro-active
- Excellent coordination and facilitation skills
- Ability to work under pressure within a tight timeframe
- Team player; able to work in a multi-cultural environment
- Willingness to work in the field, with overnight stays (village level)
- Able to take initiative, self-motivated/independently working
- Organized personality
- Willingness to learn and to share knowledge
- GPS skill is an added advantage
- Valid Driver’s License, able to ride a motorcycle in rural environment.
