The Federation has a country office in Nepal since 1965 and has maintained presence through regional representation or a Country Office as circumstances required, providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer term mission of the Nepal Country delegation is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation that enable Nepal Red Cross Society to deliver on its 6th Development Plan 2011-2015, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2020 and Federation business lines.

IFRC launched a revised emergency appeal of CHF 84.9 million on 15-May-2015 for Nepal Earthquake, seeking cash, kind and services to cover the immediate and longer term needs of the people affected, and to support the Nepal Red Cross Society (NRCS) in delivering humanitarian assistance to 140’000 families (700’000 people) within 24 months, in the various sectors outlined in the Federation’s revised appeal and emergency plan of action.

Job purpose

The Human Resources Officer will  ensure that all HR needs of the Nepal Delegation, partner national societies and national societies in the country are fully met towards the achievement of the Federation’s goals in the region of operation through effective managerial and lateral relations and teamwork.

The role demands strict adherence to the International Federation of Red Cross and Red Crescent Societies’ Code of Conduct.  The position is for 1 years with possible extension.

Although this position is focused on providing support through the Earthquake Operation Unit and IFRC in the area of  Support Service, the incumbent is considered an integral part of the support system of Nepal Red Cross Society both in the assigned sector as well as the overall capacity building of the National Society. As such it is expected that the incumbent works cooperatively with NRCS when called upon to support.

Job duties and responsibilities

Recruitment process:

  • Oversee a recruitment system that ensures the right people in the right jobs at the right time;
  • Ensure that the recruitment process is performed according to IFRC’s principles and procedures
  • Implement the recruitment of national staff and consultants including drawing up contracts and developing remuneration packages
  • Ensure interview preparations related to recruitment of national staff. This includes; setting up interview schedule, producing folders with all relevant documents for members of interview panels, pre-paring interview questionnaire and contacting short-listed candidates.
  • Ensure preparation of briefing/debriefing schedule of all incoming and outgoing staff and briefing of all incoming national staff.
  • Ensure update the staff lists and leave/ record of national and international staff
  • Be responsible to ensure that the personal folder archive for national and international staff contains all required   documents, track and update any missing information
  • Be responsible for updating organizational chart on monthly basis
  • Be responsible for issuing of contracts, extension, warning, experience and employment letters to staff.
  • Provide all relevant personal information to finance and admin department.
  • Prepare and schedule HR and Federation Induction briefings for national staff if necessary.
  • Act as the direct line manager for the HR Assistant and manage effectively all activities in HR;
  • Revise the National Staff Regulations for delegation contracted staff, ensuring that they are in line with the applicable labour laws;
  • Serve as the focal point for all PNS related national staff issues, including payroll, contracts, and insurance;
  • Regularly liaise with the HR Unit in the SARD and Asia Pacific Zonal office for all delegate issues: planning, recruitment, selection, paperwork, welfare, personal health, evaluations, performance management;

Payroll and Insurance management:

  • Be responsible for checking time sheets against leave records and providing the Finance Dept. with the updated payroll list of IFRC and Norwegian Red Cross on a monthly basis.
  • Manage the National Staff Health and GPA Insurance plan and ensure good communication with all staff about the insurance scope.

HR databases and procedures:

  • Liaise with IT in order to create and maintain accurate HR database;
  • Maintain and regularly update  the HR Database;
  • Maintain personnel records for all delegation staff;
  • Maintain a database of staff who have undergone training at all levels, including type of trainings, dates of training and contact details;
  • Maintain a database of all external consultants hired, including comments on work performance and contact details.

Training and staff development:

  • Follow up and implement development plans for delegation staff ;
  • Ensure that regular performance appraisals are conducted for staff ;
  • In collaboration with supervisors and other delegation staff, ensure that a proper briefing and orientation system for new arrivals is set up;
  • Coordinate the development of staffing plans which ensure succession planning and placement of people in places where they are most needed;
  • Support and coordinate regional training initiatives as required.

Visa Management:

  • Supervise all process for visa related items:
    1. Non Immigrant F Visa for foreigners.
    2. New arrivals registration procedure.
    3. Stay Permit.
    4. MOFA Status ID Card for all delegates.

·         Manage the link with PNS, the government departments and other partnerships in all visa issues.

Working environment:

  • Nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline;
  • Establish and manage an appropriate system for handling misconduct and other forms of grievances;
  • Support the development of an appropriate system for health and psychological support for staff based on global guidelines;
  • Support and coordinate team building activities once a year

Other responsibilities

  • Assist the Security focal person in any security issues.
  • Coordinate ad hoc support to the communication unit during the World Red Cross and Red Crescent day

Any other duties assigned by the line manager as required.

CONFIDENTIALITY AGREEMENT

HR Officer must maintain a moral confidentiality agreement to the International Federation, not disclosing or spreading of information shared by an individual participant in confidence concerning his/hers experiences or other sensitive information.

HR Officer is also in charge of organizing the archives of all recorded reports and documents and will treat them as confidential material, not for spreading beyond the target audience, being the Management of the Nepal Delegation

Should there be a breach in this confidentiality, the employer reserves the right to terminate the contract with immediate effect.

Exception to the rule: If the information received reveal that the delegate/staff comes to seriously harm, that should be noticed to the line manager whose responsibility is to act accordingly to the Federation statutes regarding supporting vulnerable people.
