Job Description: Field Engineer/Overseer 

Location: Gorkha/ Sindhupalchowk Nepal

Reporting to: Project Manager

Starting date: August 2016

People in Need (PIN) is an international non – governmental organization with headquarters in Prague, the Czech Republic. In its 20 years of history, PIN was working in over 40 countries in relief, development and human rights and democracy support projects. After the earthquake in Nepal in April 2015, PIN joined the emergency response to support the most affected communities in Nepal.

Tasks and responsibilities may include:

  • Conduct continuous assessments of level of damage of housing and other physical infrastructure by conducting field visits to remote districts of Nepal.
  • Develop relevant context-specific shelter designs based on availability of local materials and skills in the areas of intervention, mainstreaming earthquake proofing and other relevant DRR measures.
  • Develop information material for communities on how to build back better (BBB), in line with DUDBC and NRA framework.
  • Develop and conduct trainings on earthquake-proof construction methods, disaster risk reduction (DRR), and BBB using a participatory approach with high practical involvement of the trainees, ensuring participation of marginalized groups and ensuring gender equity.
  • Mentor, coach, monitor and supervise communities throughout the shelter construction process.
  • Provide technical assistance to households involved in shelter construction.
  • Assessment, planning and oversight of improvement/repair of community infrastructure, including some light WASH projects.
  • Monitoring and oversight of Cash for Work programming.
  • Coordinate with counterparts in other PIN’s areas of operation, ensuring exchange of lessons learnt and good practices.
  • Contribute to development and continuous improvement of PIN’s shelter strategy in Nepal.
  • Support the program in mainstreaming DRR within all sectors of PIN’s activities.
  • Oversee labor and implementation of PIN’s shelter projects in assigned geographical locations, identify and address deviations, coordinate activities.
  • Prepare regular programmatic and assessment reports and document lessons learned, recommend on potential room for improvement of the approach.
  • Liaise with relevant actors/NGOs to develop PIN’s capacity in DRR engineering.
  • Coordinate with other PIN’s program and non-program departments, identify synergies and ensure efficient use of resources.
  • Provide technical support to PIN local partners and oversee the outputs of their reconstruction activities.
  • Lead and supervise field teams.
  • Other tasks as assigned by PIN.

 

Your profile:

  • Certified engineer, certified sub-engineer, certified overseer or certified sub-overseer
  • Bachelor’s degree in civil or architectural engineering, or a related field, with at least 1 year of relevant work experience (engineer and overseer).
  • Prior experience with livelihood, shelter, infrastructure, and cash for work programming desired.
  • Work experience in rural and remote areas. Willingness to travel to field and monitor activities.
  • Prior experience with large institutional donors preferred.
  • Outstanding communication skills – written and spoken.
  • Have strong problem-solving abilities and capacity to solve complex issues related to project’s delivery.
  • Empathy and stress resilience.
  • Detail orientation and ability to work independently and meet deadlines.
  • Fluency in written and spoken English.
  • Sound knowledge of MS Word and MS Excel.
  • Additional language proficiency (e.g. Tamang) preferred.
