The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Term of Reference (ToR) for consultancy- Assessment expert

Summary

1.1.          Purpose: To support the implementation of the Assessment and Coordination component of the Action, particularly:

1.1.1.     Co-facilitation of one core ACT training;

1.1.2.     Design and facilitation of a specialized assessment tools and data analysis training; and

1.1.3.     Design a specialized data analysis training curricula for district stakeholders.

1.2.  Audience: Red Cross Consortium, MOHA-NEOC, other relevant government agencies, UN and other stakeholders.

1.3.  Commissioners: This consultancy/assignment is being commissioned by the Red Cross Consortium (Lead by Danish Red Cross).

Background

There have been substantial challenges in Nepal in regard to the delivery of credible needs assessments which can be used for planning response actions. This was highlighted following the earthquake of 2015 and the floods and landslides of 2014.

In the framework of the previous DIPECHO 8 program implemented by the Red Cross Consortium, a pool of trained assessment and coordination specialists was built under the leadership of MOHA with the support of the Red Cross. The Assessment and Coordination Team (ACT) – the given name for this pool of trained specialists – comprises members from the Government of Nepal (GoN), Security Forces of Nepal, Nepal Red Cross Society (NRCS), the UN system and other humanitarian actors (mainly INGOs) in the country.  The ACT teams can be deployed to any district in Nepal to support the efforts of the district authorities in to carry out impartial, targeted and timely needs assessments.

The ACT mechanism now is established and recognized by MOHA, however areas of further development have been identified in order to enhance capacity and make the mechanism ready for operation. Key areas where capacity building should be focused are:

·        increasing the number of female roster members

·        deepening the roster technical skills (for all members) in areas such as data analysis, gender and social inclusion and core humanitarian standards

To address these areas the current project is looking for an organization or a consultant with extensive experience in needs assessments for humanitarian emergencies to join the project team to facilitate the following tasks:

1.     Provide technical support to the revision of the National Disaster Assessment Guidelines (more specifically the IRA and MIRA tools).

2.     Co-facilitation of one core ACT training (including revision of the previously used curricula).

3.     Design and facilitation of a specialized assessment tools and data analysis training for ACT members.

4.     Design a specialized Data analysis training curricula for district stakeholders and facilitate the first training (this should be developed in a way that is suitable for use by the district level staff and designed in such a way so it can be translated into Nepali).

To provide expert technical support to NRCS and FRC in the implementation of the tasks mentioned above following international standards for emergency needs assessments.

6.     Curricula for specialized data analysis training for district stakeholders (training delivered).

7.     Facilitation of 1 specialized data analysis training at district level.

Main tasks of the consultant:

1.     Provide recommendations and feedback to the National Disaster Assessment Guidelines and Process.

This will be jointly done with NRCS.

 

2.     Provide recommendations and feedback on the ACT training curricula

This task will be done jointly with NRCS and FRC.

 

3.     Support the facilitation of 1 core ACT training.

The consultant is expected to support the facilitation of 1 ACT training, using the updated curricula, in coordination with NRCS and FRC.

 

4.     Development of training package for a specialized assessment tools and data analysis training for ACT members

The consultant will develop the training curricula and methodology.

 

5.     Lead the facilitation of 1 specialized assessment tools and data analysis training.

The consultant is expected to lead the training in coordination with NRCS and FRC or additional trainers if required.

 

6.     Development of training package for a specialized assessment tools and data analysis training for district stakeholders.

The consultant is expected to develop the training curricula for District stakeholders on the assessment tools and data analysis process. The audience will be DEOC staff, DDRC stakeholders and other DM actors from Municipalities.

 

7.     Lead the facilitation of 1 assessment tools and data analysis training at district level.

The consultant will lead the first training, with NRCS and DRC support.

 

Qualifications/Competences

Education: Master Degree in social science, humanitarian action, DRM or related fields.

·        Solid experience of working for a humanitarian organisation in needs assessment for humanitarian emergencies

·        Demonstrated knowledge of global guidance and good practices in disaster preparedness and response

·        Demonstrated experience in facilitating trainings, workshops and other capacity building initiatives

·        Solid experience in coordinating/networking specifically with district and national governmental bodies/ agencies and international and civil society organisations

·        Previous working experience in Nepal desirable

·        Red Cross working experience desirable.
