Background:

The Green Climate Fund’s (GCF) Readiness and Preparatory Support Programme (the Readiness Programme) supports country-driven initiatives by developing countries to strengthen their institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda. IUCN Nepal is the delivery partner of the NDA to implement the Readiness Programme entitled, ‘Enhancing Country Capacity for Accessing and Implementing Climate Finance Interventions in Nepal’. The Ministry of Forests and Environment (MoFE) is the collaborative partner for its implementation.

This project aims to enhance the country’s capacity to access and implement demonstrable climate finance interventions in Nepal by strengthening linkages between provincial and federal mechanisms. There is limited knowledge and understanding of GCF policies, guidelines, procedures and requirements at the provincial levels and significant capacity gaps in terms of understanding how to plan for and access climate finance. The project will set-up an effective and efficient coordination mechanism among focal units to facilitate the process of designing, planning, accessing, mobilising, and implementing climate finance projects at the provincial level. Overall, the proposed project is expected to create an enabling environment for bottom-up sharing of information, knowledge, and planning as per priorities set by local and provincial stakeholders. Through better coordination among stakeholders at local, provincial, and federal levels the project will contribute to increase country’s access to climate finance. The project is developed building on the previous Readiness support projects and is in line with Nepal’s GCF Country Program. The project contributes to five GCF Readiness outcomes and eight outputs under four GCF Readiness Objectives as below.

The Project Management Unit (PMU) is housed in IUCN, led by the Project Manager and will be responsible for providing overall guidance and overseeing the progress and performance of the project. IUCN seeks to engage a few experienced national Consultants to lead and implement the activities of the Readiness Programme. They will work under the overall guidance of the Project Advisory Group (PAG) and supervision of the Project Manager and will work closely with other consultants, project staff, NDA and MoFE.
