Evaluation Manager (Full-time, Temporary position)

CAMRIS International implements USAID/Nepal’s Monitoring, Evaluation and Learning (MEL) Activitya five-year project. The Nepal MEL Activity supports the achievement of USAID/Nepal’s Country Development Cooperation Strategy (CDCS) development objectives by assisting the Mission in planning, designing, conducting, disseminating and learning from more rigorous monitoring and evaluation of development activities. This includes designing and implementing both quantitative and qualitative evaluations and assessments, as well as providing expert analysis and technical assistance to USAID/Nepal’s programs.

The Nepal MEL Activity has three major components:

  1. Component 1: Support greater rigor and coherence in USAID/Nepal’s M&E efforts
  2. Component 2: Design and conduct analyses, evaluations, surveys, studies, and assessments
  3. Component 3: Support improved knowledge management within the Mission 

CAMRIS seeks an experienced Evaluation Manager to help oversee a rigorous impact evaluation involving the livelihood components of the Hariyo Ban-II program. The Evaluation Manager is a temporary, full-time position for six to eight months with some extension possible but not guaranteed. The position is based in Kathmandu but with approximately 20 percent domestic travel to oversee and provide quality control. The M&E Manager will join a fast-paced project that typically is expected to produce high quality M&E work under tight timelines. This is an opportunity to contribute to and learn from a unique opportunity involving counterfactuals, rigorous data collection, and complex analysis. 

The Evaluation Manager will collaborate closely with three MEL technical staff overseeing the impact evaluation including the Chief of Party and Evaluation Specialist.The position also will interact with the implementing partner, two local subcontractors involved in data collection from forest-dependent households and of biodiversity in forests, and one subcontractor providing vision and team leadership for the evaluation. The Evaluation Manager will oversee and manage the effort for the MEL Activity, helping provide quality control and adherence to the agreed upon evaluation design, and MEL and client concerns throughout the process. The successful candidate will have deep technical expertise in managing M&E efforts and significant exposure to data collection in Nepal, as well as successful experience managing relationships at various levels. Responsibilities

  • Liaise with subcontractors, implementing partner, and USAID Mission staff;
  • Help MEL oversee and quality control training of data collectors, piloting of protocols, and development of analytical and written products;
  • Oversee transcriptions of focus groups and appropriate codingin Nepali language of qualitative data from survey;
  • Advising on appropriate analysis ofqualitative data; 
  • Advise MEL with respect to deviations from the evaluation design, subcontract language, and USAID evaluation policy and regulations; and
  • Perform other administrative, logistic, and organizing responsibilities as assigned.

Qualifications

  • An advanced degree in a sector relevant to monitoring and evaluation of USAID/Nepal activities (e.g., economics, public policy, international relations, statistics, political science, agriculture, etc.)
  • At least 5 years of experience working in monitoring and evaluation in Nepal
  • Demonstrated experience in evaluation and data collection
  • M&E training experience for local implementing organizations
  • Strong interpersonal skills 
  • Excellent oral and written communication in English and Nepali
