Hilly Region Development Campaign (HRDC), Jajarkot is a non-profit making, non-religious, non-political and non-governmental organization. The main working area of this organization is mid-western development region of Nepal with the possibility of extension all over the country. The major guiding principles of this organization are equity, quality services, good governance, transparency, inclusion and justice. Working as sustainable development facilitator and advocates are the major thrusts of this organization. 

Hilly Region Development Campaign (HRDC), Jajarkot has been implementing the PAHAL Program, funded by the US Agency for International Development's Office of Food for Peace (FfP), is a five-year program that seeks to strengthen livelihoods, improve nutritional status and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in communities with deep poverty and high rates of malnutrition in critical zones of the Jajarkot district like other PAHAL working districts of Nepal.

POSITION: Alternative Livelihood Officer -One (1)

LOCATION: PAHAL District Office, Jajarkot 

REPORTS TO:  Programme Coordinator(And for technical support, advice, backstopping and communication: District Coordinator and Regional-based Alternative Livelihood Officer)

SUPERVISION : None

JOB PURPOSE:

The Alternate Livelihood Officer is an operational part of the District Programme Unit, established under PAHAL Programme. The overall objective is to facilitating, assessing and prioritizing, planning, implementation, monitoring and timely reporting of alternative livelihood activities to Program Coordinator.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Support in need assessment, prioritization, planning, implementation and monitoring of alternative livelihoods related activities in coordination with other thematic team members.
  • Develop and implement need-based livelihood activities in alignment with operation implementation strategy of PAHAL programme.
  • Ensure effective implementation, monitoring and evaluation of alternative livelihoods activities in line with approved plans and budget
  • Provide inputs in the development of systems, procedures, tools, associated methodologies for the implementation of livelihood activities
  • Support district programme coordinator to review the programme component based on learning, document good practices and apply lessons learnt to modify the implementation approach.
  • Ensures effective coordination with internal and external stakeholders at the district level.
  • Assist in providing livelihood programme strategies and sustainable approaches, planning, analysis, research and evaluation to Programme Coordinator, District Coordinator and Focal Person of PAHAL Regional Office.
  • Carryout field level assessment on status of migration, nature of migration, key activities  linked with migration, socio-economic status of returnees and their families, key actors and program present in the PAHAL working area, and areas to address for safer migration and for better management of remittance.
  • Support in establishing effective coordination and collaboration with government, private sector, community and individuals for creating awareness on safer migration and mobilization of remittances and other resources.
  • Support in developing IEC tools and materials and establishment of information desk for safer migration at relevant points.
  • Support for production of materials such as presentations, annual reports, training materials and defining a point of departure of the livelihood activities in changing conditions
  • Work closely with the Community Based Organizations, Youth Clubs, Groups, Government line agencies, Private Service Providers and Cooperatives promoting Alternative livelihoods development in the target area, and mobilize these institutions for the programme as appropriate.
  • Coordinate and establish functional relationship and seek advice of the Government, Non-Government and Private technical organizations operating in the target area.
  • Provide technical guidance for the marketing and ensure forward and backward market linkages for the alternative livelihoods with employers and MFIs.
  • Closely monitor the alternative livelihood activities and prepare monthly, quarterly and yearly narrative reports.
  • Support in documentation of lesson learnt and case stories for knowledge sharing.
  • Carry out other tasks and responsibilities as per need of program/ organization.

KEY QUALIFICATIONS AND COMPETENCIES REQUIED

  • Bachelor degree with in-depth understanding of urban poverty and vulnerability issues in Hilly Region of Nepal.
  • Minimum three years of professional work experience in promoting off- farm livelihoods/ vocational training and micro enterprises, for poverty and vulnerability reduction.
  • Understanding of natural and human induced hazards, its root causes and driving factors of disaster vulnerability in Nepal – DRR. 
  • Proficient and experienced in planning, monitoring and reporting of project activities in relevant field with multi-stakeholder partnerships and collaborations.
  • Excellent interpersonal, networking, communication, negotiation and facilitation skills.
  • Excellent reading and writing skills in English and Nepali including the ability to compose analyze and report using information.
  • Excellent computer skills including handling of email, internet, MS WORD, MS EXCEL and PowerPoint.
