Community and Rural Development Society Nepal (CARDSN) is a non-governmental organization established in 2054 BS with the purpose to support and empower the most vulnerable, poor, and underprivileged population through sustainable interventions for children, youth, and women. It has been working in partnership with different INGO, government bodies and local government for income generation, water supply and sanitation, infrastructure development, social mobilization, GESI and advocacy and good governance.

JOB DESCRIPTION

Reports to : Shelter officer

Job Purpose: To ensure the timely implementation of the shelter activities in the program VDCs.

ROLES AND RESPONSIBILITIES:

  • Ensure that every stage of the shelter activities is implemented on time and according to plan;
  • Along with the field team support the beneficiary selection process where applicable in consultation with the DDRC, VDC Secretariat, Ward Citizen Forum and any other relevant stakeholder and in consultation with the community; 
  • Conduct community consultation and FGDs regarding possible needs and shelter intervention options; 
  • Identify local carpenters to be trained in safe construction practices / used for proto-type installation; 
  • Supervise all shelter activities, including implementation of Improved Temporary Shelters, livestock shelters, etc. and the distribution of any shelter / NFI kits and tools to targeted households.; 
  • Work alongside logistics in market assessment and quality check of different shelter/ construction materials at central or local level when and if required; 
  • Prioritize areas according to accessibility issues and other relevant parameters in the work plan; 
  • Propose local technical solutions for obstacles faced at the field for proper implementation;
  • To report on updates regularly, verbally and in writing to the Shelter Officer / Program Coordinator. Collect and communicate updated beneficiary figures related to shelter activities to the Shelter Officer / Program Coordinator; 
  • Conduct post-distribution monitoring and additional needs assessments if / when required; 
  • Ensue that build back safer techniques are properly utilized in the working VDCs; 
  • Promote 10 key messages in the VDC and district level;
  • Develop and design IEC materials to sensitize the affected communities; 
  • To ensure that gender and protection issues are taken into consideration when designing distributions of shelter materials; 
  • To help identify the cash transfer channels used at the local level if required; 
  • Conduct regular monitoring of shelter activities;
  • Conduct community awareness sessions about safe shelter construction; 
  • Document all shelter activities and communicate appropriate case studies.

SKILLS AND COMPETENCIES

  • Diploma in Civil Engineering and at least two years experience in related field;
  • Knowledge of shelter solution for livestock; 
  • Knowledge of earthquake resistant construction methods;
  • Knowledge of the difficult terrain in Nepal and experience of working in remote areas in appropriate emergency/ transitional shelter; 
  • The ability to create and follow work-plans and to provide progress reports; 
  • Familiarity with cash as a delivery mechanism; 
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations;
  • Good knowledge of the Nepalese Building Code;
  • Good written and spoken English; 
  • Commitment to humanitarian principles and action;
