The Kakani Centre for Development of Community (KCDC) is a non-governmental organization founded in 1993, and since then has implemented projects in the sectors of children trafficking, HIV/AIDS, child labor, health and nutrition, education, agriculture and disaster risk reduction with gender as a cross-cutting issue in partnership with Nepal government and other agencies. KCDC is now implementing the 'Humanitarian Assistance to People Affected by Earthquake' project in the VDCs of Nuwakot district in partnership of Oxfam GB. KCDC Nepal invites applications from all interested and potential Nepali candidates for the following position in our Humanitarian Assistance project:

JOB TITLE: MEAL Officer 

Program: Humanitarian Assistance to people Affected by Nepal Earthquake in Nuwakot

JOB FAMILY: Programme Quality

SALARY: As per Organization Rule  

JOB PURPOSE: To ensure implementation of a complete and coordinated MEAL of the Earthquake Recovery and Reconstruction programme of KCDC. The MEAL officer will support the program teams to implement the proposed Minimum MEAL standards in an efficient manner in Betini, Rautbesi and Thaprek VDC of Nuwakot.

REPORTING LINES: 

The MEAL Officer reports to: Program Coordinator

Managing Staff: N/A 

DIMENSIONS:

  • To develop programme MEAL systems in accordance with humanitarian MEAL standards 
  • To  develop specific processes, methodologies, and tools for planning, monitoring, evaluation, learning, accountability and reporting in line with KCDC's and donors minimum requirements;
  • In close coordination with program teams, develop and monitor implementation  processes   ensuring quality and consistency in MEAL and in programme reporting;
  • To  apply and follow-up the policies, manuals and guides on Monitoring, Evaluations, Learning and Accountability procedures to ensure implementation with sufficient quality in all program activities;
  • To ensure that all processes, methodologies and tools are gender sensitive and capture gender transformative changes;

KEY RESPONSIBILITIES: 

  • Monitoring, Evaluation and Data Management
  • Maintain Monthly Activity Tracker (MAT), Monthly Beneficiaries Tracker (MBT) and support to prepare monthly and periodic program reports 
  • Ensure sex and age disaggregated beneficiary data of all program activities
  • Perform assessments and data collection
  • Data entry and experience with MS Excel and other database programmes
  • Prepare  quality case stories in regular basis
  • Work closely with the field teams to cross check data collected from the field
  • Complete beneficiary registration and verification; sensitisation to communities about targeted activities
  • Perform post-distribution monitoring, baseline, midline and program evaluation activities Support to Program Coordinator in monthly and weekly planning
  • Support to Program Coordinator in project planning and monitoring requirements
  • Prepare MEAL plan and ensure implementation for quality programming 
  • Support Program Coordinator in compiling donor reports
  • To promote and facilitate sharing of MEAL experiences and good practices within the team
  • To coordinate and support district level learning events;
  • To feed back to the program coordinator to ensure program quality and humanitarian accountability ;
  • selection and mobilization of volunteers and numerators for data collection from the field
  • Represent KCDC in appropriate clusters and meetings when necessary
  • Perform any other duties as assigned by the supervisor; 

Accountability

  • Handle hotline phone numbers for complaint and feedback from community members, beneficiaries, and related stakeholders
  • Complete handling of complaint handling mechanisms of humanitarian response standard
  • Collect regular feedback/complaints from the field and maintain feedback log 
  • Organize public hearing programs in program areas as necessary
  • Conduct community feedback and focus group discussions in the field

SKILLS AND COMPETENCE: 

Essential:

  • Bachelor degree in social sciences, Master degree preferred  
  • Minimum two years in similar positions/experience (programme support, field-experience)  
  • Good communication skills, ability to convey complex information in a straightforward, interesting way 
  • Experiences in data entry and database management, at least familiar to Excel data entry and analysis
  • Experience conducting assessments and supporting analysis of results
  • Familiar with social accountability and humanitarian accountability mechanisms and tools
  • Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic teams, including working with partner organisations 
  • Ability to work under pressure and tight deadlines
  • Oral and written communication skills in both Nepali and English
  • Experience and commitment to promote equity, gender and diversity

Desirable:

  • Previous working Experience in MEAL
  • Previous working experience with non-governmental organizations
  • Experience in emergency and early recovery programmes
  • Mature and professional attitude and approach
