TERMS OF REFERENCE

Logistics Officer - 2 Months (with possibility of extension)

BACKGROUND:

A 7.8 magnitude earthquake on 25 April 2015 followed by 7.3 magnitude earthquake on 12 May struck Nepal over a period of less than three weeks. The CECI Nepal team is responding to the enormous needs in different districts that saw heavy damage to houses, people, livestock, and agriculture. CECI received funding from DFATD-IHA to provide relief support in Kavrepalanchowok and Sindhupalanchok.

PURPOSE OF ASSIGNMENT: 

Under the direct supervision of the Project Coordinator for Humanitarian Assistance (HA) and in consultation with Administrative Officer, the Logistics Officer manages the logistics operations of CECI country office in relation to its earthquake response. She/he is responsible for logistics operations including planning, purchasing, coordination of incoming shipments, warehousing, in-country transport, establishment of logistics hubs, coordination with partners and distribution. He/she will advises on all matters related to logistics. She/he collaborates closely with supplier and project colleagues in defining logistics interventions to meet needs related to CECI’s earthquake response.

MAIN DUTIES/RESPONSIBILITIES: 

  • In consultation with the Project Coordinator for HA and in coordination with Finance/ Administration officer prepares procurement plans as per the requirement set by CECI. 
  • Plans, designs and implements appropriate logistics systems including purchasing, warehousing and in-country transport, including arrangements for customs clearance, transport and distribution of relief items. 
  • Ensures appropriate processes and systems are in place to ensure efficiency of the logistics operations (e.g. customs clearance, transport requests, receipt and dispatch of goods). 
  • Ensures appropriate planning, implementation, monitoring and evaluation of logistics operations both at national and local level.  
  • Establishes routing and scheduling plans for distribution of relief items in the earthquake stricken villages in close collaboration with district partners and area coordinator. . 
  • Prepares delivery schedules and shares with Project Coordinator for confirmation. 
  • Maintain logistic logbooks of the purchased items. 
  • Raises logistics bottlenecks/issues to Project Coordinator for prioritisation. 
  • Any other duty as might be required by the Project Coordinator. 

QUALIFICATIONS AND COMPETENCIES: 

Education and Work Experience: 

University degree from a recognised academic institution in one or more of the following areas is preferred: 

  • Business Administration, Management or related discipline.
  • Minimum 3 years of professional work experience in logistics management. 
  • Demonstrated professional work experience in procurement, contracting or logistics. 
  • Have good knowledge on TAX / VAT systems / rules of government of Nepal. 

Languages: Fluency in English and Nepali.
