JOB TITLE: DRR and Livelihood Officer

PART 1 – JOB DESCRIPTION  JOB OVERVIEW 

The DRR and Livelihoods Officer is responsible for working with the Resilience Advisor and Area Coordinator to provide technical support for DRR and resilient livelihoods, coordinating Tearfund’s resilient building projects  in project location. Supporting the Resilience Advisor on the coordination and design, planning and implementation of project activities for project location.

Dotted Line Reports to: Resilient Advisor

Direct Reports: Supervises DRR/CCA/Livelihoods staff as applicable

ORGANIZATIONAL REQUIREMENTS

KEY RESPONSIBILITIES

Programme Strategy

  • Support Resilient Advisor in providing local information to Senior Management Team.
  • Ensure Tearfund’s purpose, values, and the programme objectives are communicated amongst project staff and facilitate input from project staff in the strategic planning process.

Program Implementation

  • Supporting to the Area Coordinator (AC) to monitor the humanitarian situation in the project area, reporting and proposing recommendations regarding community needs, vulnerabilities/capacities.
  • Areas may include, but are not be limited to, CBDRR, SBDRR, Integrated DRR and Climate Change related assessments, mitigation measures, coordination for DLSA, DDRC, LDMC, Livelihoods, Vulnerability, Capacity Assessment, Food Security etc., 
  • As requested by the Resilience Advisor in collaboration with the NRRRC/NSDRM/NDRF Clusters and their systems, working groups, local authorities and community representatives, to implement design appropriate DRR/Livelihoods project interventions to meet needs and strengthen local capacities.
  • Actively engage with other humanitarian actors currently implementing resilient building projects to ensure coordination and harmonisation of approaches where appropriate.
  • Manage the baseline database through the use of high quality assessment procedures adopted and designed by Tearfund such as CEDRA, PADR etc. Ensure the information of baseline, mid-term evaluation, end line evaluation are analysed in various characteristics of the Resilience. 
  • Liaise with Logistics, Finance, WASH, Shelter, Protection and other departments as appropriate to support the implementation of DRR/CCA and Resilient Livelihoods Projects.
  • Play key role in integrating DRR, Livelihoods, WASH, Protection and Shelter for building the collaborative efforts towards the Resilient Communities Building in Project sites which aim at replicating to wider area and projects. 
  • Assist with the design and writing of DRR/CCA, Livelihoods project proposals for donors, providing monitoring and evaluation information.
  • Support the Resilience Adviser in managing the implementation DRR/Livelihoods Project activities to achieve project goals and objectives including implementing relevant indicators, monitoring and evaluation systems and frameworks in addition to supporting mid-term reviews in accordance with Tearfund and donor requirements.
  • Support to the community team to ensure effective management and timely implementation of work plans and budgets.
  • As required to conduct regular monitoring and inspection visits to DRR/Livelihoods project implementation areas and advise and support community staff with the identification and solution of technical issues, providing supervision, training, and guidance and monitoring.
  • Participate in project evaluations and assist in the analysis of results.
  • Administration of workshops, trainings and meetings that are hosted as part of the project.
  • Play lead role for DLSA, DDRC/LDRC, REOC coordination
  • Provide technical inputs to line government departments, particularly the DADO, DSCO, DFO, DAO,DWCO, DWSSDO, DDC, etc, on collaborative plans for the ensuring mainstreaming DRR, Livelihoods, WASH, Shelter, Protection into their regular plans. 
  • Follow up the activities implementation led by CEEDF and MRC, the two partners implementing DRR and Livelihoods projects for building the resilience pf the communities. 
  • Take lead role of activities, indicators and characteristics monitoring set forth for building resilience of the communities through risk reduction and resilience livelihoods. 
  • Facilitate the meetings, training events, WSs and any coordination events in Palung cluster as well as in the district, Exchanging information on areas responsible, regular guidance to implementing partners.

Team Management

  • As required to provide supervision, guidance and monitoring for community staff, ensuring clarity over project plans and priorities and encouraging effective team work
  • Ensure Tearfund’s performance management system is effectively implemented with objective setting, probationary reviews, regular catch-ups, 6-monthly performance appraisals and exit interviews carried out for community staff.
  • Support the implementation of Tearfund’s staff development policy, including personal development planning, in a way that is consistent and transparent

Corporate Policy and Compliance

  • Promote understanding and compliance amongst community staff to security and health and policy, and any accidents or potential incidents are recorded.
  • Coordinate the induction of community staff, ensuring their familiarity with Tearfund’s mandate, values, quality standards, policies and programme objectives and their individual responsibilities in upholding these standards and policies.
  • In conjunction with the Finance Officer ensure project financial management is in accordance with Tearfund financial systems and policies.
  • In conjunction with the Logistics Officer, ensure logistics systems are understood (procurement, transport, storage, communications, estate / buildings management, asset management etc.) by project staff.

External Representation

  • Seek to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives, working independently and with other agencies to build local community acceptance of Tearfund and other humanitarian agencies
  • Build the capacities of selected local Tearfund partner organisations by providing advice/assistance in coordination with the Resilience Advisor.
  • Assist in developing collaborative programmes with Integral Alliance, other agencies and national partners in accordance with country strategy.
  • As requested attend relevant meetings workshops, conferences as required and keep informed of sector developments and key initiatives.

PART 2- PERSON SPECIFICATION

QUALIFICATIONS

ESSENTIAL

  • Degree and/or equivalent in a relevant field such as social sciences or development studies; or equivalent level of professional experience and competence

EXPERIENCE

ESSENTIAL

  • 2 years of experience in DRR and Livelihood in similar position
  • Disaster Risk Reduction/Management,
  • Climate Change/Risk Management, Vulnerable Livelihoods and Food Security
  • Gender based issues, gender mainstreaming
  • Project management
  • Administration, safety and security in the field
  • NGO/INGO experience in similar areas

DESIRABLE

  • Knowledge and understanding of local communities and customary Rules
  • Familiarity PADR/PCVA; CEDRA/NAPA, LAPA; Mainstreaming DRR/CCA, Gender and Disabilities in development,
  • Resilience monitoring
