POSITION TITLE: Business Development Service Expert

LOCATION: Kathmandu, Nepal

REPORTS TO: Director of Winrock International, Nepal

TYPE OF APPOINTMENT: One-Year (with probable extension)

PROJECT SUMMARY:

Sustainable production of commercially viable products from municipal wastes through public private partnerships in Green SMEs, Green City, Green Agro Products, and Green Employment Generation (PPP for 4Gs) (SWITCH Asia) Project will pioneer an innovative public-private partnership (PPP) between Ilam Municipality and the private sector that fuels a commerciallydriven cycle of solid waste management. The PPP for 4Gs model integrates four dimensions of sustainable solid waste management: green SMEs, green city, green agricultural products and green employment generation. SMEs will create a streamlined waste management system for degradable and non-degradable waste that incorporates collection, recycling, and the management of a new plant that generates compost for tea and vegetable cultivation. PPP for 4Gs supports Ilam Municipality's visionary "Green City" initiative while creating new green jobs and setting a benchmark for replication in Nepal's remaining 58 municipalities.

The integrated project is grounded in participatory, socially inclusive, and gender-balanced design, and will be carried out by Winrock International in partnership with Positive Planet, and local partner Namsaling Community Development Center (NCDC). To implement above mentioned activities Winrock International is proposing a Business Development Service (BDS Expert) based in Kathmandu as per below terms of references.

POSITION DESCRIPTION:

The Business Development Service Expert will play an important role on the public private partnership formation between Ilam Municipality through business planning preparation, orientation, potential small and medium enterprise (SME) identification, capacity building and facilitation for smooth PPP operation.

RESPONSIBILITIES:

Under the direction and supervision of the Project Manager, this position is responsible for the following activities:

  • Manage operational implementation and management of project components related to private sector actors (MSMEs) development (technical support and access to finance and provide design and set up of public-private partnership activity;
  • Mapping of all stakeholders and value chain actors of waste related sectors;
  • Prepare business plans of Public Private Partnership between Ilam Municipality and Private Sector and waste management of small and medium enterprises; 
  • Lead finance mobilization for waste management of Small and Medium Enterprises (SME) and Agricultural actors;
  • Build capacity of commercial banks and agro-cooperatives;
  • Lead SME capacity building on financial management and business development;
  • Conduct income generation training for waste collectors;
  • Facilitate market linkages for tea producers;
  • Make and report match contribution as mentioned in the budget and formats provided in the project document.

EXPECTED DEVELABERABLES:

  • Conduct various study and research related to waste and its cross cutting issues;
  • Mapping of all value chain on waste related stakeholders and components;
  • Consult with lead partners on different components and negotiate with Ilam Municipality for day to day operation and management of project;
  • Prepare periodic (Monthly, Half Yearly and Yearly) report related to project and submit to project manager;
  • Assist project manager on all aspects of project activities;
  • Participate in all program activities such as household survey, research, workshops, conferences etc.

EDUCATION AND EXPERIENCE:

  • Master’s Degree in Economics or Management Engineering or Environment from a reputable university or institution;
  • Minimum five years’ experience in business development service sector preferably in International NGOs;
  • Knowledge on SMEs, Business Planning, Capacity Building training & Value Chain Analysis;
