| 2. | Consultant: Risk Communication and Community Engagement Expert | Review and Assessment - Conduct desk review of relevant documents including global and national guidelines on RCCE frameworks on health emergencies.
- Conduct consultations with relevant actors including NHEICC and National Health Training Center (NHTC), Epidemiology and Disease Control Division (EDCD) and other national actors in developing and finalizing an initial framework for the package.
- Support NHEICC in organizing consultations, meetings for identifying knowledge gaps and priority learning needs, and finalization of the document.
Learning Resource Package Development - Support NHEICC in development of the contents based on the agreed framework and include components but not limited to facilitator guides, slide decks (PowerPoint), practical tools (checklists, templates), exercises and group activities and additional reference materials.
- Adhere to the government guidelines while developing the document.
- Ensure content is reflective of the local context of the country.
Piloting and Finalization - Support in the piloting of the learning resource package.

- Coordinate closely with FHI 360 Nepal and EDCD to validate the assessment tool for PoEs prior to deployment.
- Facilitate and support consultations, technical discussions, and meetings to ensure the tool is context-appropriate, comprehensive, and aligned with national and international standards.
- Develop a detailed assessment plan covering timeline, logistics and assessment sites including data collection and analysis plan.
Assessment, Data Collection, Management and Analysis - Lead the overall assessment, data collection process in coordination with EDCD and other relevant government authorities.
- Ensure systematic collection of both quantitative and qualitative data using the validated tool.
- Maintain data quality assurance mechanisms throughout data collection.
- Compile, clean, and validate all datasets.
- Submit final cleaned datasets (qualitative and quantitative) to EDCD and FHI 360 Nepal in agreed formats.
- Conduct both quantitative and qualitative data analysis to provide evidence-based comprehensive findings of the assessment.
