1. Background
The Institute of Himalayan Risk Reduction (IHRR) is a not-for-profit, multidisciplinary research organization headquartered in Kapundole-1, Lalitpur, Nepal. IHRR works to build risk-informed and resilient societies across the Himalayan region through disaster risk reduction (DRR), anticipatory action, citizen science, community resilience programming, and innovative technology solutions.
IHRR is looking for a motivated and detail-oriented Research Associate to lead the day-to-day implementation of disaster preparedness and public outreach activities. Working under the direct supervision of the Executive Director, the Research Associate will help ensure that program activities run smoothly, are well-documented, and are delivered on time. This is a hands-on support role suited to an early-career professional who is eager to learn and contribute to meaningful DRR work in the field and in the office.
Key Responsibilities
- Collect, clean, and analyze data on early warning systems, seismic and climate risks; support hazard/exposure/vulnerability databases
- Conduct field surveys, 3D scanning, and photogrammetry of traditional buildings in earthquake-prone areas, Conducting Structural Assessments
- Carry out Rapid Visual Assessments (RVA) of building typologies for seismic susceptibility
- Use of REVIT, SAP2000 and other relevant softwares to visualize the collected data.
- Developing Building Information Modelling and Virtual Reality
- Use GIS and mapping tools for evidence-based planning
- Develop training materials and facilitate workshops for communities, schools, and stakeholders
- Coordinate with government bodies, partners, and communities on preparedness and anticipatory action
- Draft field reports, case studies, proposals, and technical documents
Required Qualifications
- Bachelor's/Master's degree in Architecture, Civil Engineering, Urban Planning, Environmental Science, or related field
- 1–2 years of relevant experience in DRR, resilient architecture, climate adaptation, or program implementation
- Experience with field surveys, structural assessments, or community-level data collection in Nepal or similar contexts
- Proficiency in QGIS/ArcGIS and spatial data analysis
- Fluency in English and Nepali; strong technical writing skills
- Experience working with local governments, CBOs, NGOs, or development partners is an advantage

Background
Rautahat District, situated in Nepal's Terai region, is among the country's most flood-prone areas due to its low-lying geography and the presence of major rivers — the Bagmati, Lalbakaiya, Chandi, and Jhanj. Durga Bhagwati Rural Municipality and Rajdevi Municipality within Rautahat frequently experience flooding that inundates homes, farmlands, schools, health centers, and critical infrastructure. Vulnerable populations, including women, children, low-income households, and marginalized groups, face disproportionate impacts during flood events.
The CIUK Project, funded by CARE Nepal and implemented by IHRR, operates in these two municipalities to strengthen community resilience to multi-hazard risks, with women's leadership at the heart of anticipatory action and Early Warning Systems (EWS).
Purpose of the Assignment
The purpose of this assignment is to update the existing flood hazard and inundation model for Durga Bhagwati Rural Municipality and Rajdevi Municipality by integrating newly available topographic and post-flood datasets, and to develop localized flood thresholds and trigger mechanisms for improved flood forecasting, preparedness, and anticipatory action planning.
Specific Objectives
- Update the existing flood hazard and inundation model using high-resolution drone, DGPS, and post-flood survey data.
- Develop revised flood inundation maps for return periods of 5, 10, 20, 50, and 100 years.
- Validate model outputs using observed flood extent and field-based post-flood assessment data.
- Establish localized flood thresholds and trigger levels linked to likely impacts on settlements, infrastructure, agriculture, and vulnerable populations.
- Provide recommendations for strengthening municipal disaster preparedness, response planning, and anticipatory action mechanisms.
Scope of Work
A. Review and Data Collection
- Review previous flood hazard mapping and modeling studies.
- Compile and assess hydrological, hydraulic, topographic, and meteorological data.
- Review drone-derived DSMs, DGPS survey datasets, historical flood records, and post-flood survey data.
B. Terrain and River System Updating
- Process drone and DGPS datasets to develop an updated high-resolution terrain model.
C. Flood Hazard and Inundation Modeling
- Update hydrological and hydraulic models (HEC-RAS, HEC-HMS, MIKE FLOOD, or equivalent).
- Simulate flood scenarios for 5-, 10-, 20-, 50-, and 100-year return periods.
- Generate flood depth, velocity, and inundation extent outputs.
D. Model Calibration and Validation
- Compare model outputs with observed flood extents from recent events.
- Utilize post-flood survey findings and community observations for validation.
E. Localized Flood Thresholds and Triggers
- Analyze historical water levels, rainfall patterns, flood impacts, and inundation characteristics.
- Develop localized threshold levels: Advisory, Warning, Alert, and Evacuation stages.
- Establish impact-based trigger mechanisms for anticipatory action.
- Recommend corresponding preparedness and response actions for each trigger level.
Expected Deliverables
Deliverable 1: Inception Report — detailed methodology, work plan, timeline, and preliminary review findings.
Deliverable 2: Updated hydrological and hydraulic model files with calibration/validation documentation.
Deliverable 3: Revised Flood Hazard and Inundation Maps (5-, 10-, 20-, 50-, 100-year return periods) with GIS datasets and print-ready layouts.
Deliverable 4: Localized flood thresholds and trigger levels with impact-based warning classifications and recommended anticipatory actions.
Deliverable 5: Final Technical Report covering methodology, model development, validation, maps, threshold/trigger framework, and recommendations.
