1. Background:

NEEDS Nepal has been implementing a project entitled “Enhancing Safe Labor Migration through Capacity Strengthening the Targeted Beneficiaries in Doti and Kanchanpur Districts” with funding support from AWO International. The project works to raise awareness of returnee migrant, potential migrants, and their families on safe migration, against human trafficking, and livelihood improvement. The project has established social structures (spouse of migrant group, migrant network, etc) in the source communities and strengthens the thematic capacity, and advocacy rights of migrant workers, and addresses Nepalese-India migration issues. Furthermore, the project establishes and provides services through migrant information centers at Mahendranagar Bus Park, and District Administration Offices in Doti and Kanchanpur.

The project intended a result "enhanced awareness and knowledge on migration issues among social structures, beneficiaries and stakeholders. The project has implementing in Adarsha RM and Shikhar municipality Doti district and Punurbas municipality and Krishnapur municipality Kanchanpur district. The target groups/beneficiaries for the project are potential migrants, returnee migrants and spouse of migrants. The project targeted 14,300 HHs with 31,000 populations and 44,010 indirect beneficiaries. The project intended major three results; 1) migrants from Doti and Kanchanpur adopted safe labour migration practices, 2) social structures are strengthened to advocate for safe labor migration and anti-human trafficking and 3) returnees, human trafficking survivors, the family of missing migrants, and spouses, and community established income generating activities and businesses. The project conducted mass awareness activities for promotion of safe migration and prevention of human trafficking. Similarly the social structures formed and mobilized for advocacy and lobby for safe migration and anti-human trafficking. Likewise, the project conducted business counseling trainings, livelihood implementation plan development trainings, vocational/skill based trainings and did entrepreneurship start up supports. By the project, 493 beneficiaries received various vocational/skill trainings and 478 got input/entrepreneurship start up support.     The implementing project phase is going to close/end at end of December 2022. It intends to conduct end line survey to measure the expected outcomes and whether the results/outcomes are achieved/not. Hence, NEEDS Nepal plans to conduct end line survey to measure the progress against the logical framework and targets systematically by mid of November 2022. 

2. Objectives of the study:

The objectives of the end-line survey are;

  • To capture the views & perceptions of the targeted beneficiaries, regarding the desired impact of project intervention.
  • To compare the findings of the End line Survey with that of Baseline data.
  • To assess the level of preparedness of the community in sustaining various interventions made under the project.

3. Area for End line Survey: 

The end line survey will carry in Adarsha Rural Municipality, Shikhar municipality Doti and Krishnapur Municipality and Punurbas municipality Kanchanpur districts. 

4. Scope of the study:

The overall scope of the assignment is as follows:

  • Study literature, baseline report, project proposal, log-frame, projectreports,and associated documents.
  • Household visits and discussions with the target beneficiaries.
  • Collect data/information through various tools/techniques.
  • The study must cover the social structures and target beneficiaries who received livelihood/entrepreneurship start-up support.
  • Explore/identify the achieved indicators and results against the intended plans.
  • Provide specific recommendations for NEEDS Nepal/AWO International.

5. Methodology 

The consultant can apply a mixed methods approach (quantitative and qualitative) to accomplish the end-line study. The use of participatory methods (FGD, KII, mass meetings, PRA tools, etc.) and tools (structured, semi-structured, or open questionnaires) is encouraged. NEEDS Nepal encourages consultants/firms to propose detailed methodologies and tools for this study which can be agreed upon by both the consulting firm and NEEDS Nepal based on open discussion and mutual understanding.The sample size of the targeted population should meet the social science research standard. The sample size distribution should represent the character of the entire population. The enumeration/inventory should follow standard methodology during the data collection. 

6. Key deliverables: 

The consultant/firm during the contract period will ensure that the study objective and following deliverables are met as per the set deadline.

7. Reporting line:

The consultant will report to the Program Manager of NEEDS Nepal during the study process.

8. Time frame: 

The duration of this assignment will be in-between 9 Oct to 15 Nov 2022. The estimated maximum working days would be 14 days within the assignment period. The proposed timeline for this study is as follows:

9. Required qualifications/experiences: 

The consultant must have the following qualification and experiences. 

  • At least a master's degree in a relevant discipline (Social science, development studies, economics, agriculture science, mass communication/journalism, environment science)
  • At least 3-year research experience in the field of social & economic development, safe migration, anti-human trafficking, and livelihood development. Priority to the field of journalism/ development extensive experience in the area of labor migration. The consultant who conducted the baseline/end line of the projects will be given priority during the selection.
  • Having strong knowledge and skills in the survey/research topics

10. Payment Mode: 

First installment 40% will release as an advance right after selection approve and signing the contract to selected individual/firm, 60% will payment after finale report submission and approval. 

11. Evaluation criteria:

The evaluation method will be the technical competency, experiences, and cost-based selection. A two-stage procedure shall be utilized in evaluating the proposal, a technical evaluation, and a financial evaluation. The proposal will be ranked according to their combined technical and financial scores the weights of 75% for the technical proposal, and 25% for the offered price. 

Technical evaluation: For the evaluation of the technical proposals, NEEDS Nepal shall take the below criteria and weights into consideration. NEEDS Nepal reserves the right to discard offers below a technical score of 75 points.
