Introduction of Everest Club, Dailekh

Everest Club was established in 1993 as a non-profit organization for cultural and social service provider, especially development of health, education, sanitation, agriculture promotion, WASH promotion, natural economy, social empowerment, disaster risk reduction and climate change adoption, etc in Dailekh, Kalikot, Jumla, jajarkot Districts as per aspiration of Karnali.

From the beginning, it has been working to implement sustainable development with primary focus on the deprived and disadvantaged community by qualified, experienced professional and dedicated young hands. Now NGO is working for creation of self- reliance society through improve their (Focused community) socio-economic status. Everest club is working in the area of renewal energy promotion, WASH promotion, drinking water scheme functionality, income generation, sustainable soil management, small irrigation; Marketing, advocacy and networking, empowerm and organization development to creation of self- reliance society through improve their (Focused community) socio-economic status.

Background information/context

Everest Club (EC), Dailekh has been implementing SIDA funded CSO Strengthening project from 1st March 2022 to 15th November 2024 partnering with Save the Children. The project is working on multi-sectorial interventions including child protection and child rights governance. As a component of the child rights programming CSO Strengthening project, conduct Budget Analysis of Child-Centred Allocations at working municipalities. Analysing budget allocations and expenditures for child-centred programs is crucial for ensuring effective resource utilization and improving child welfare. This consultancy aims to provide insights into how local governments are prioritizing and spending on child-related programs and services, and to enhance the understanding of budget analysis among local bodies.To facilitate this workshop and finalize the report by publication. 

Everest Club Dailekh is seeking a qualified consultant or consultancy to perform a detailed analysis of child-entered budget allocations and expenditures by local level governments for the fiscal years 077/078, 078/079, 079/080, 080/081, and 081/082. This analysis will focus on the two municipalities of Narayan and Aathabis in Dailekh. The consultancy will also involve data entry into a standard tool and conducting orientation sessions for local bodies on the importance, impact, and objectives of budget analysis.

Objectives

The primary objectives of this consultancy are to:

  • Analyze Budget Allocations and Expenditures: Review and analyze child-centred budget allocations and expenditures for the fiscal years 077/078 through 081/082.
  • Data Entry: Input the analyzed data into a standard data tool.
  • Orientation for Local Bodies: Conduct orientation sessions for local government bodies in Narayan and Aathabis municipalities on the significance, impact, and objectives of budget analysis.
  • Reporting: Prepare a comprehensive report in both English and Nepali, using specified fonts for each language.

Scope of Work

1. Budget Analysis:

  • Collect and review budget documents for the fiscal years 077/078, 078/079, 079/080, 080/081, and 081/082 from Narayan and Aathabis municipalities.
  • Analyze data to identify trends, allocations, and expenditures related to child-centered services.
  • Compare allocations and expenditures across the fiscal years and identify any gaps or improvements.

2. Data Entry:

  • Enter the analyzed data into a standard data tool, ensuring accuracy and consistency.
  • Prepare data for reporting and presentation.

3. Orientation Sessions:

  • Develop training materials and conduct orientation sessions for local government bodies in Narayan and Aathabis municipalities.
  • Explain the importance, impact, and objectives of budget analysis.

Reporting Methodology for Budget Analysis

1. Overview

The reporting methodology for the budget analysis of child-centered allocations and expenditures will involve the preparation of a comprehensive narrative and data analysis report in both English and Nepali. The report will include detailed findings, recommendations, and an impact assessment. Additionally, a concise one or two-page summary highlighting major findings, including visual aids such as pie charts or graphics, will be developed in both languages.

A. Comprehensive Report

1. Executive Summary:

  • Brief overview of the scope, objectives, and methodology of the budget analysis.
  • Summary of key findings and recommendations.
  • Written in both English (using Lato font) and Nepali (using Preeti font).

2. Introduction:

  • Objectives of the analysis.

3. Methodology:

  • Detailed explanation of the data collection and analysis methods used.
  • Tools and techniques employed for data entry and analysis.

  • Detailed analysis of budget allocations and expenditures related to child-centered services.
  • Trends and patterns identified across the fiscal years.
  • Comparative analysis of allocations and expenditures in Narayan and Aathabis municipalities.

5. Recommendations:

  • Based on the findings, specific recommendations for improving budget allocations and expenditures for child-related programs.
  • Suggestions for policy adjustments and resource utilization.

  • Evaluation of the impact of current budget allocations and expenditures on child welfare.

B. One or Two-Page Summary

1. Major Findings:

Report Development Process

1. Data Compilation:

  • Aggregate and organize the analyzed data.
  • Ensure accuracy and completeness of the data to be included in the report.

2. Drafting the Report:

  • Prepare the initial draft of the narrative report in English and Nepali.
  • Include all sections as outlined, ensuring clarity and coherence.

3. Developing Visual Aids:

  • Design pie charts or other relevant graphics.
  • Ensure that visual aids are informative and easy to understand.

4. Review and Revision:

  • Review the draft report for accuracy, consistency, and completeness.
  • Seek feedback from stakeholders if necessary.
  • Revise the report based on feedback.

5. Finalization:

  • Prepare the final version of the report in both English and Nepali.
  • Ensure that formatting is consistent and that all visual aids are correctly labelled and included.

6. Submission:

  • Submit the final report and one or two-page summary to the SIDA-SANKALP Project Coordinator and the Executive Director of Everest Club Dailekh.
  • Ensure that both electronic and hard copies are provided as required.

By following this methodology, the reporting will effectively communicate the results of the budget analysis, providing valuable insights and recommendations for improving child-centred budget allocations and expenditures.

Deliverables

1. Data Analysis Report:

Consultant Specification 

The individual consultant or consultancy should have following qualification, specialized knowledge and experience with skill set to undertake this hiring service:

  • Master’s degree in Accounting, Finance, Economics, or related fields.
  • Experience: Minimum of 5 years of relevant experience in budget analysis or public finance.
  • Expertise in budget analysis and financial data interpretation.
  • Proficiency in data entry and use of standard tools.
  • Ability to develop and deliver effective training sessions.
  • Excellent communication and coordination skills and child friendly behaviours and manners.
  • Excellent reporting and documentation skills in both English and Nepali.
  • Willing to travel in remote areas.
  • Ability for the child friendly facilitation, dealing, communication, and problem solving.

Supervision Arrangements

The Consultant will report to the Project Coordinator of SIDA funded CSO Strengthening Project and executive director of Everest Club (EC), Dailekh. 

General assumptions and dependencies 

The consultant will abide by all the Everest Club (EC) Dailekh safeguarding policies. EC, Dailekh will orient them during the contract sign. Entire presentations, fact findings, reports will be asset of Project under Everest Club.

Budget and payment information

  • The payment will be made after the completion of all the deliverable and submission of final reports.
  • The Tax on remuneration, allowances, transportation or if any heading will be deducted from Resource Person / facilitator Pay / remuneration before final settlement as per the prevailing Nepal Government taxation rate and rule

Other important information

The sub-contracting from the consultant for the services is not acceptable.
